Ms. <br />Mueller stated that the requests for proposals must include <br />employment of current employees who would be given comparable <br />pay and benefits. With regard to the recycling service, Ms. <br />Mueller stated that staff would like to cut the cost of the <br />program and minimize changes to the citizens. <br /> <br /> Mr. Toscano recommended that incentives for meeting <br />certain goals or disincentives for not meeting them, such as <br />tonnage reduction, be built into the proposals. <br /> <br /> Ms. Mueller said that tip fees could be included in the <br />proposals which would provide a profit for increased <br />recycling. Ms. Mueller stated that she would investigate such <br />possibilities. <br /> <br /> Rev. Edwards stated that he was concerned with employee <br />morale and possible loss of employee benefits and thought that <br />any proposals should include equal benefits. <br /> <br /> Ms. Slaughter stated that Council could look at proposed <br />benefits and determine if they are comparable. Ms. Slaughter <br />requested that Ms. Mueller convey to her employees that <br />Council is taking them into consideration with regard to <br />accepting proposals for refuse collection. <br /> <br /> Ms. Mueller stated that proposals will be due back in <br />January. <br /> <br />MEETING WITH STATE LEGISLATORS <br /> <br /> Mr. Clyde Gouldman, City Attorney, reviewed the City's <br />legislative package. <br /> <br /> Ms. Slaughter explained that the request for the charter <br />change to provide for conservation districts was based on <br />Council's desire to retain the quality of neighborhoods <br />adjacent to West Main Street and noted that the charter change <br />was the beginning of the process and would be followed~by <br />public hearings with affected neighborhoods and drafting of a <br />loCal ordinance. <br /> <br /> Senator Robb expressed serious concerns about creating <br />conservation districts and possible impacts on the <br />neighborhood and questioned how the neighborhoods would be <br />threatened in the next year should the issue be studied <br />further. <br /> <br /> Mr. Toscano replied that the memory of displacement from <br />Vinegar Hill, fear about rising property assessment and <br />concern that residents will be forced out of their <br />neighborhoods underpins the rationale~for development of the <br />charter amendment to allow conservation districts. <br /> <br /> Senator Robb stated that he would explore the matter <br />further with the affected neighborhoods and would like more <br />information before making a decision about whether to support <br />the charter amendment. Senator Robb also expressed concern <br />that creation of conservation districts amounted to meddling <br />with free enterprise. <br /> <br /> Delegate Van Yahres stated that he felt it was required <br />of him as a representative of the City to submit legislation <br />to the House as requested by the City Council and urged <br />Senator Robb to do likewise. <br /> <br /> With regard to social service funding issues, Ms.' <br />Slaughter explained that the state's match for <br />self-sufficiency programs is not enough to draw down all <br />available federal funds for such programs. <br /> <br /> Ms. Daugherty requested that further study of the costs <br />and local impacts as a result of changes to the long-term care <br /> <br /> <br />
