177 <br /> <br />RESOLUTION: GRANTING SPECIAL 'PERMIT FOR USE OF PARKING AT 409 <br />ALDERMAN ROAD (ST. THOMAS AQUINAS CHURCH PROPERTY) <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the special permit for the following reasons: 1) <br />It will not have any significant adverse impacts on the <br />surrounding area if conditions are met and 2) The proposal <br />provides for a logical joint use of a facility by the Church <br />and the University to help alleviate~parking shortages which <br />impact the adjoining neighborhoods. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, the <br />resolution granting a special permit for use of parking at 409 <br />Alderman Road (St. Thomas Aquinas Church property) was <br />unanimously approved by Council. <br /> <br /> WHEREAS, the St. Thomas Aquinas Church has requested a <br />special use permit to allow the University of Virginia to use <br />the proposed lower parking lot on church property at 409 <br />Alderman Road; this property being further identified as <br />Parcel 73 on City Real Property Tax Map 13, having 655.5 feet <br />of frontage on Alderman Road, 249 feet of frontage on Midmont <br />Lane, and containing approximately 164,221 square feet of land <br />or 3.77 acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on December 14,1993, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to St. Thomas Aquinas Church to allow the University <br />of Virginia to use the proposed lower parking lot on church <br />property at 409 Alderman Road~ <br /> <br /> The approval of this special use permit is conditioned <br />upon the following: <br /> <br /> 1. Administrative approval of the site plan. <br /> <br /> 2. Prohibition on, exiting the new parking lot by way of <br />the service drive due to the relatively poor line-of-sight at <br />Midmont Lane and Alderman Road. <br /> <br />3. Use of more than one (1) variety of tree on-site. <br /> <br />ORDINANCE: REZONING 501 GROVE AVENUE FROM R-2 TO B-1 <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br /> approval of the rezoning of 501 Grove Avenue for the following <br /> reasons: 1) It is in harmony with the Land Use Plan of the <br /> Comprehensive Plan; 2) It will not have a significant adverse <br /> impact on the surrounding neighborhood as proposed; 3) The <br /> proposed development is in harmony with the majority of the <br /> uses in the surrounding area; 4) The proposed rezoning is for <br /> the southern most lot in the group of R-2 lots on Grove Avenue <br /> slated for future office use, thereby lessening the <br /> encroachment into the residential neighborhood to the north; <br /> 5) The proposed rezoning supports the recommendations of the <br /> Martha Jefferson Impact Study to have the hospital and related <br /> office uses grow to the south and east beyond High Street and <br /> within the planned office corridor along both sides of High <br /> Street. This permits the concentration of hospital related <br /> facilities'within walking distance of the main hospital; 6) <br /> There should be dependability and predictability of public <br /> policy on land use so that people can make long-term property <br /> decisions with relative security; and 7) There has been no <br /> change of circumstances in land use trends~since the 1990 <br /> study and the 1992 rezonin.g request. <br /> <br /> <br />
