184 <br /> <br />in effect transfer a significant portion of these costs to the <br />locality as the children and families involved still will need <br />to be served; and <br /> <br /> WHEREAS, the Comprehensive Services Act proponents <br />promised localities that support of the Act would not lead to <br />an increase in local costs, that it would allow localities to <br />serve more children in their home communities, and would <br />actually reduce or contain local costs; and <br /> <br /> WHEREAS, six months after its implementation, we are <br />finding that local costs are in fact increasing and these <br />proposed cuts will only add to these local costs, eliminate or <br />drastically reduce local treatment alternatives, lead to more <br />children being sent out of our home community for residential <br />services, and further overload an already underfunded CSA <br />system; and <br /> <br /> WHEREAS, Community Attention's Family Group Home and <br />Attention Home programs are well respected and effective local <br />programs that address the needs of troubled children and their <br />families and are active and helpful members of the <br />Charlottesville/Albemarle Interagency Network; and <br /> <br /> WHEREAS, Community Attention programs directly address <br />the issues of crime prevention, rehabilitation, socialization, <br />and vocational training necessary to reduce the alarming <br />increase in juvenile crime and violence affecting our <br />community, and served approximately 67 Charlottesville youth <br />and their families during fiscal 92-93; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Charlottesville <br />City Council hereby opposes the proposed elimination of DYFS <br />funding for the Community Attention Family Group Home program <br />and the 10% cut in the Attention Home budget totaling <br />$207,281, and asks that the General Assembly not balance the <br />state budget by reducing services to the population that has <br />the small voice, lease resources, and the most needs. <br /> <br /> BE IT FURTHER RESOLVED that a coB of this resolution be <br />forwarded to appropriate members of the General Assembly and <br />the Governor. <br /> <br />e. ORDINANCE: Soil Erosion Control Amendments <br /> (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF AN ALLEY OFF GORDON <br />AVENUE" (2nd reading) <br /> <br />go <br /> <br />ORDINANCE: 'JAN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 22-53 AND 22-53 OF THE CHARLOTTESVILLE CITY <br />CODE, 1990, AS AMENDED, RELATING TO PROCUREMENT" <br />(2nd reading) <br /> <br />RESOLUTION: COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY (CHAS) <br /> <br /> Mr. Toscano noted that concern has been expressed that <br />Charlottesville is taking more than its fair share of <br />affordable housing in the region and the CHAS is an important <br />vehicle for funding of housing in other localities. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />Comprehensive Housing Affordability Strategy (CHAS) was <br />unanimously approved. <br /> <br />RESOLUTION: AMENDING RESOLUTION GRANTING TAX EXEMPTION TO <br />MONTICELLO AREA COMMUNITY ACTION AGENCY <br /> <br /> Mr. Toscano stated that he had previously expressed <br />concern about taking property off-the tax rolls and had voted <br />against the tax exemption and would again vote against the <br />resolution. <br /> <br /> <br />
