Edwards, seconded by Ms. Daugherty, the <br />resolution amending the resolution granting tax exemption to <br />Monticello Area Community Action Agency was approved by the <br />following vote. Ayes: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Vandever. Noes: Mr. Toscano. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the resolution endorsing <br />General Assembly action granting tax exempt status on property <br />located at 1025 Park Street (formerly designated 1027 Park <br />Street), approved by Council on April 5, 1993, copy of which <br />is attached hereto, is hereby amended to state that the <br />current assessed value of the subject property is $697,400.00, <br />and the 1994 real property tax on such assessment is <br />$7,741.14. The subject property is owned by the Monticello <br />Area Community Action Agency (MACAA), and no other real <br />property owned by MACAA shall be exempt from taxation pursuant <br />to this resolution. <br /> <br /> BE IT FURTHER RESOLVED that City Council reaffirms the <br />statements and recommendations of the above-referenced <br />resolution approved April 5, 1993. <br /> <br />APPOINTMENTS: <br /> <br />BODY <br /> <br />THOMAS JEFFERSON REGIONAL HOME CONSORTIUM MANAGING <br /> <br /> Mr. Hendrix stated that the current City representatives <br />on ~he Thomas Jefferson Planning District Commission were <br />recommended to be appointed to the Home Consortium Managing <br />Body. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, Ms. <br />Slaughter and Mr. Toscano were unanimously appointed to the <br />Thomas Jefferson Regional Home Consortium Managing Body. <br /> <br />REPORT: WEST MAIN STREET BRIDGE <br /> <br /> Mr. ~Hendrix explained that the Southern Railroad has <br />approached the City about replacing the West Main Street <br />Bridge because the railroad wants to raise the height of the <br />bridge to accommodate maximum height car carriers and because <br />the bridge also structurally needs replacing. Mr. Hendrix <br />stated that Southern Railroad and the Virginia Department of <br />Transportation will pay the entire cost of the bridge <br />replacement, the project will not change the CityJs highway <br />project priorities, and the City will be able to approve the <br />design of the bridge° Mr. Hendrix asked Council for authority <br />to move forward and allow staff to prepare a memorandum of <br />understanding and to recommend a review committee for the <br />design stage of the project. <br /> <br /> Rev. Edwards stated that there had been problems with a <br />lack of lighting during the construction of the Ridge Street <br />bridge and suggested that temporary lighting on the West Main <br />Street site be included. <br /> <br /> Ms. Daugherty requested that staff notify adjacent <br />property owners and renters that the project is going~to <br />begin. <br /> <br /> Ms. Slaughter stated that she felt the design of the <br />bridge was important and recommended that a design person be <br />involved in the engineering phase. <br /> <br /> Mr. Toscano stated that he felt it was important to <br />include appropriate lighting, undergrounding of utilities and <br />a bike path. <br /> <br />Mr. Hendrix stated that the issue of undergrounding of <br /> <br /> <br />
