197 <br /> <br /> WHEREAS, City Council is willing to support this request <br />to the extent set forth below~ now, therefore, <br /> <br /> BE IT RESOLVED that the following fees and requirements <br />are waived for the Dogwood Festival: <br /> <br /> 1. The carnival business license tax imposed by City <br />Code Section 14-55(2) (~550/day); <br /> <br /> 2. The tent erection fee imposed by City Code Section <br />5-57 ($10); <br /> <br />3. The zoning inspection. <br /> <br /> 4. Fees for inspection of amusement rides associated <br />with festival. <br /> <br /> BE IT FURTHER RESOLVED by the Council that the following <br />matters, to the extent applicable, are not waived: <br /> <br /> 1. Peddler's license and fee imposed by City Code <br />Section 14-49(d) ($50). <br /> <br /> 2. Policing deposit for carnival imposed by City Code <br />Section 3-2 ($50/day). <br /> <br /> 3. Vendor regulations in accordance with City Code <br />Section 28-111, et seq., provided, however, that vendors shall <br />be allowed to op~-~a%e until 11:00 p.m. for the duration of the <br />festival. <br /> <br /> 4. Liability insurance in the amount of at least <br />~1,000,000 with certificate of insurance naming City as an <br />additional insured. <br /> <br /> 5. Permit for fireworks display approved by Fire <br />Department. <br /> <br />6. Inspection of amusement rides. <br /> <br />DISCUSSION: MISSION STATEMENT - CHARLOTTESVILLE INDUSTRIAL <br />DEVELOPMENT AUTHORITY <br /> <br /> Mr. Hendrix explained that the Charlottesville Industrial <br />Development Authority (CIDA) has requested Council's reaction <br />and concurrence with their mission statement which was <br />developed by CIDA following a work session in November. <br /> <br /> Ms. Bonnie Smith, Chair of CIDA, stated that the <br />statement had been developed in keeping with Council's goals <br />and objectives for economic development. <br /> <br /> Mr. Toscano recommended that the statement be modified <br />slightly to give CIDA more flexibility by changing statement <br />~1 to "recycle property that is unutilized or underutilized <br />and develop same for higher and better use when requested by <br />City Council." Mr. Toscano also recommended that ~5 be <br />changed to "be an advisor on the development of city-owned <br />property as requested by City Council." <br /> <br /> Rev. Edwards stated that he sometimes questions what is <br />wrong with the City making money on development. <br /> <br /> Ms. Daugherty agreed that the statement should be <br />broadened as recommended by Mr. Toscano and noted that the <br />issue raised~by Rev. Edwards will be discussed by the economic <br />development strategy task force. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />mission statement for CIDA was supported by Council, as <br />modified above by Mr. Toscano. <br /> <br />CIDA MISSION STATEMENT <br /> <br /> <br />
