205 <br /> <br />neighborhoods adjacent to West Main Street. <br /> <br /> Mr. Toscano recommended that the Planning Commission <br />develop a process for looking at the broader issue of <br />neighborhood preservation and circulate a proposed process to <br />Council. <br /> <br /> Mr. Hendrix requested permission from Council for the <br />City Attorney or himself to contact Delegate Earl Dickinson on <br />those issues before the State legislature affecting City <br />funding. <br /> <br /> It was the consensus of Council for the City Manager to <br />contact Delegate Dickinson and Mr. Toscano also recommended that <br />funding for the public defender's office be provided by the <br />State. <br /> <br /> On motion by Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. <br /> <br /> The Council and School Board discussed the proposed <br />alternative school for disruptive students. <br /> <br /> Mr. Vandever stated that there is interest in the <br />broader community as well as Albemarle County in an <br />alternative school. <br /> <br /> Dr. Joseph McGeehan, Superintendent of Schools, presented <br />information on the concept of alternative education and other <br />model programs in the state. A population of approximately 75 <br />students has been identified as appropriate for an alternative <br />school, those students who are multiple juvenile offenders, <br />though only 30 students are proposed to be served initially. <br />Dr. McGeehan explained that the Interagency Council has been <br />working on further development of an alternative schools and <br />grants and other sources of revenues are being explored for <br /> <br /> <br />
