Edwards, the <br />priorities as listed above by Mr. Hendrix were unanimously <br />reaffirmed. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, Mr. <br /> Todd Bullard, Ms. Martha deJarnette, and Mr. Kurt Wassenaar <br /> were unanimously reappointed to four-year terms on the Board <br /> of Architectural Review. These terms will expire on January <br /> 1, 1998. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, Ms. <br /> Kimberly Carpenter Emery was unanimously appointed to an <br /> unexpired term on the Charlottesville-Albemarle Children and <br /> Youth Commission. This term will expire on June 30, 1996. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, Mr. <br />Vincent Cibbarelli was unanimously appointed to a two-year <br />term on the Monticello Area Community Action Agency Board. <br />This term will expire on July 1, 1995. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, Ms. <br />Lois McKenzie was unanimously appointed to a three-year term <br />on the Region Ten Community Services Board. This term will <br />expire on June 30, 1997. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />Ms. Susanne Wilbur was unanimously appointed to an unexpired <br />term on the Social Development Commission. This term will <br />expire on August 31, 1995. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />Council unanimously appointed Mr. James Oschrin to a <br />three-year term on the Urban Design Committee. This term will <br />expire on August 31, 1996. <br /> <br />PUBLIC <br /> <br /> Mr. John Ashley, 1442 Grove Road, expressed concern that <br />no funding was included in the School budget for the proposed <br />alternative school. Mr. Ashley stated that he felt <br />approximately 10% of the students in the City school system <br />needed intervention and he felt the community needed to <br />respond in a highly preventive way. Mr. Ashley urged Council <br />to take the lead in finding ways to bring the community's <br />resources together to make a first rate alternative school. <br /> <br /> Mr Vandever stated that he felt Council was very <br />supportive of the proposal for the alternative school and is <br />exploring community resources. <br /> <br /> Rev. Edwards stated that he took issue with some of Mr. <br />Ashley's analyses regarding the ~proposed alternative school. <br /> <br /> Ms. Slaughter noted that the alternative school will be <br />the topic of discussion at the School BOard/Council lunch <br />meeting on Wednesday. <br /> <br /> Mr. Charles Lilly of the Belmont neighborhood, asked what <br />the cost was for City staff to go to Richmond regarding the <br />proposed charter change to create conservation districts. <br /> <br /> Ms. Slaughter stated that the only expense involved to <br />the City was mileage for the City Attorney, noting that both <br />she and the Mayor went to Richmond at their own expense. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter recommended that the Council ask the <br />Planning Commission to look at existing zoning, etc. available <br />to the City which could be used to preserve and protect the <br /> <br /> <br />
