218 APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously appointed Rev. Bruce Beard to an unexpired term on the Social Development Commission. This term will expire on August 31, 1995. ORDINANCE: AUTHORIZING PASS-THROUGH SALE OF PROPERTY AT 405 DICE STREET On motion by Ms. Daugherty, seconded by Ms. Slaughter, the ordinance entitled "AN ORDINANCE AUTHORIZING PURCHASE AND SALE OF 405 DICE STREET" was offered and carried over to the next meeting for consideration. REQUEST: CITY MARKET LOCATION On motion by Rev. Edwards, seconded by Ms. Daugherty, Council unanimously authorized the Charlottesville City Market to use the lot on Water and 1st Street for another year. Ms. Slaughter commended Rev. THE PROPOSED AGENDA IS AS FOLLOWS: Budget work session: Department of Public Works BY ORDER OF THE MAYOR BY Jeanne Cox (signed) BASEMENT CONFERENCE ROOM -March 23, 1994 Council met in special session On this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Ms. Judith Mueller, Director of Public Works, explained that proposals have been taken for trash collection, recycling and dumpster service. Ms. Mueller stated that staff recommended that the BFI proposal for dumpster service be accepted, noting that the four City employees could be assimilated into other currently vacant City jobs. ResPonding to a question from Mr. Vandever about the impact of the City removing itself from all aspects of dumpster Collection, Ms. Mueller noted that the City now subsidizes the dumpster service and does all administrative functions regarding billing for the service. Mr. Steve Lawson, Public Service Manager in the Department of Public Works, stated that if the City continues to provide dumpster service two trucks will need to be lease-purchased in the first year and two additional in the second year. Ms. Slaughter raised the issue of the City no longer subsidizing dumpster service and using the savings to reduce the tax rate. Ms. Mueller noted that while 600 businesses in the.City use dumpsters there are 400 businesses who receive curbside services.
