219 <br /> <br /> Ms. Mueller stated that staff recommended that the <br /> City continue to provide trash collection and take over <br /> collection of recyclables when the current contract runs out <br /> October 31st. With regard to proposals for curbside <br /> collection, Ms. Mueller explained that the City's bid was <br /> based on co-collection of trash and recyclables which would <br /> require an increase in the amount of worktime for employees. <br /> <br /> Rev. Edwards stated that he would like to see employees <br /> paid fairly if they are required to work more. <br /> <br /> Ms. Mueller continued that co-collection would require <br />lease-purchasing four new vehicles and retrofiting one other <br />for backup;.plastics would have to be eliminated from <br />recycling and six-day a week collection would be possible <br />downtown, on the Corner, and on the West Main Street corridor. <br /> <br /> Ms. Mueller stated that staff also propose an annual <br />trash sticker which could be affixed to trash cans and <br />eliminate the need for weekly stickers if citizens so choose. <br />Ms. Mueller also recommended that the small bag size be <br />changed to 13 gallons instead of the current 16 gallon since <br />there are no 16 gallon bags on the market which would <br />eliminate confusion. <br /> <br /> With regard to maintenance of streets and sidewalks, Ms. <br />Mueller explained that the same employees who work on streets <br />and sidewalks also provide snow removal. Ms. Mueller <br />presented Council with a list of street and sidewalk <br />reconstruction projects throughout the City and stated that <br />unless additional resources are appropriated for that purpose <br />little headway will be made on the list. <br /> <br /> Mr. Toscano recommended tha~ some thought be given to <br />using 93/94 cigarette tax money to accelerate street and <br />sidewalk projects. <br /> <br /> With regard to the gas utility, Mr. Toscano questioned <br />whether the Gas Advisory Committee had discussed the <br />possibility of using gas revenues to fund other areas in the <br />City budget and Mr. Vandever, a member of the Committee, <br />stated that the Committee has not discussed the matter <br />recently but with the exception of himself there was no <br />support previously for the suggestion on the Committee. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />County gas customers are charged a 10% utility tax as are City <br />customers, but 2% of the amount from County residents is given <br />to Albemarle County and the City maintains 8%. <br /> <br /> Ms. Slaughter recommended that a work session on transit <br />issues be held in early summer. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Mueller <br />stated that the large item pickup continues to cost ~89,000. <br /> <br /> Ms. Daugherty requested information on the cost to <br />businesses who use dumpsters if they bore the entire cost of <br />the service. <br /> <br />~reslideht <br /> <br />was <br /> <br />adj ourne d. <br /> <br /> <br />
