236 <br /> <br /> a) Specification on the light fixture types and <br />locations~ <br /> b) Better information on location, size, height and type <br />of all existing and proposed landscaping, including at least <br />one shade tree per five parking spaces, screening and buffer <br />plantings adjacent to residential uses; <br /> c) Revised calculations on tree cover canopy of existing <br />trees to be saved as well as additional trees to achieve at <br />least a 20% cover at least 10 years showing how this is to be <br />accomplished; <br /> d) More detail on the types of connections between <br />buildings; <br /> e) Provision of a stop sign on site at the exit; and <br /> f) Details on handicapped access to all buildings. <br /> <br />2. That the minimum of 15% enrollment for infant care in <br />the day care be maintained. <br /> <br />3. That times of operation continue to be limited to <br />weekdays from 6:00 a.m. to 6:00 p.m. provided that no outside <br />play activities occur before 8:00 a.m. After-school events <br />shall only be allowed inside and must be completed by 9:30 <br />p.m. <br /> <br />4. That the number of children occupying the day care <br />facilities not exceed 125 and the number of pupils attending <br />classes in the school not exceed 150. <br /> <br />5. That the proposed 2 and 3 year old tot lot be relocated <br />to a part of the site as shown on the site plan dated Jan. 18, <br />1994. <br /> <br />6. That the number of children in the 2 and 3 year old tot <br />lot be limited to 32 at a time and the number of children in <br />the 4 and up play areas be limited to 70 at a time. <br /> <br />7. That the Northside School pay for installation of school <br /> zone signs to either side of the school on Westwood Road; <br /> <br />8. That evidence of written permission be supplied from the <br />railroad for use of the property along the eat boundary for <br />parking and dumpster locations. <br /> <br />9. That air handling equipment be at ground level on the <br />east side of the building and screened. <br /> <br />10o That all existing restroom facilities be made accessible <br />to disabled persons. <br /> <br />11. Installation of an elevator between buildings A and B to <br />provide access for disabled individuals. <br /> <br />RESOLUTION: SETTLEMENT OF CLAIM <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the <br />resolution approving a settlement and compromise was <br />unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, as follows: <br /> <br /> 1. Everyone involved in behalf of the City and the <br />family of Jermaine Cummings was and is saddened by his death <br />on July 20, 1993, following an accident at a private pool <br />party held in the Smith Recreation Center. <br /> <br /> 2. With this incident in mind, the City has continued <br />its practice of periodically evaluating the City's pool <br />policies, procedures, equipment, and training efforts in order <br />to provide the safest pool environment as is reasonably <br />possible. <br /> <br /> 3.
