230 <br /> <br />calendar year covered by this permit, the outdoor cafe has <br />not been in substantial operation for a period of 60 days, or <br />if the cafe ceases operation for a period of 30 days or more <br />prior to Labor Day of any year. <br /> <br /> 9. This permit may be revoked at any time upon six <br />months' notice to the operator, for any public purpose as <br />determined by the City Council. <br /> <br /> 10. The cafe area shall not occupy more than fifty <br />percent (50%) of the usable width of the sidewalk. This permit shall not be assigned without the <br />express permission of City Council. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 14-5 OF ARTICLE I OF CHAPTER 14 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br /> RELATING TO THE DUE DATE FOR THE BUSINESS LICENSE <br /> TAX TO BE PAID,' (2nd reading) <br /> <br />ho <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 2-37 OF ARTICLE II OF CHAPTER 2 OF THE <br /> CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, <br /> RELATED TO THE COMPOSITION OF THE BOARD OF THE <br /> CHARLOTTESVILLE REDEVELOPMENT AND HOUSING <br /> AUTHORITY" (2nd reading) <br /> <br />PRESENTATION: BLUE RIBBON CAMPAIGN TO PREVENT CHILD ABUSE <br /> <br /> Mr. Rory Carpenter, Director of the Charlottesville- <br />Albemarle Children and Youth Commission, presented Council <br />with blue ribbons symbolizing the campaign for child abuse <br />prevention. <br /> <br />PUBLIC HEARING: PROPOSED FY 94/95 BUDGET <br /> <br />The public hearing was opened. <br /> <br /> Ms. Laurie Feshner, Meadowbrook Heights Road, expressed <br />concern that the co-collection trash and recycling trucks <br />proposed to be purchased by the City and increase in the <br />amount of work required would be hazardous for the workers and <br />would create air and noise pollution. <br /> <br /> Mr. Toscano stated that the Department of Public Works <br />has satisfied itself, in consultation with sanitation workers, <br />that the size and work involved are appropriate and noted that <br />the Council has indicated that the workers should be <br />adequately compensated for their increased workload. <br /> <br /> Ms. Slaughter recommended that Ms. Feshner be provided <br />background information on the recommendation to use the co- <br />collection trucks. <br /> <br /> Ms. Frances Brussett, a Belmont resident and representing <br />Charlottesville-Albemarle Recycle Together (CART), urged <br />Council to continue funding for the VPI Extension Service, <br />noting that the Service has been very beneficial in providing <br />composting seminars. <br /> <br /> Mr. Masio Hill, 4-H agent for the Extension Service, <br />listed programs offered through the 4-H program and encouraged <br />Council to continue funding. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Hill <br />stated that he would provide information on the number of City <br />children in the summer camp program and other 4-H programs as <br /> <br /> <br />
