Mr. Ashley stressed t~at the alternative school <br />should provide a first Class educational program and asked <br />Council to be vigilant in working with other community <br />resources in deVeloping the program. <br /> <br /> Mr. Charles Lilly, a Be!moist resident, urged Council to <br />draw the line on spending as he is being taxed out of his <br />home. <br /> <br /> Mr. Lester Frye, 1008 King Street, opposed the proposed <br />alternative school as he felt i~ had racial implications. Mr. <br />Frye stated that he felt the students targeted for the program <br />should be defined and if they ate disruptive they should be <br />expelled. Mr. Frye stated that/he felt the School system has <br />not improved even though additional funding continues.to be <br />added. Mr. Frye also stated that he felt students targeted <br />for the alternative school will come from low-income families <br />who have no voice in the system. Mr. Frye expressed support <br />for an elected SchO°! ~Board.. <br /> Ms. Hannah Twaddell, President of the Board of Piedmont <br />Council of the Arts .(PCA), raged-Council to reconsider <br />increasing funding for PCA by ,800. <br /> <br /> Ms. Anne May, Spottswood ad, supported continued <br />funding for the Extension Services, adding ~that she feels it <br />is a wonderful resource. ~ <br /> <br /> As there were no further speakers the pUblic hearing was <br />closed, i <br /> <br /> Ms. Slaughter stated that CDuncil has made development of <br />an alternative school a top priority and has reserved some <br />funding for it. Ms. Slaughter a~ded that the Juvenile Court <br />Judge has identified approximately 100 students in the City <br />and 100 in the County as appropriate for the alternative <br />school and noted that if the students are not dealt with now <br />they will likely be seen later in the criminal justice system. <br />Ms. Slaughter recommended that all funds previously agreed by <br />Council to be put in reserve categories be put together and <br />not earmarked for particular programs. <br /> <br /> Councilors expressed agreement with Ms. Slaughter's <br />recommendation about the reserve funds. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL <br />TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to a special meeting on <br />April 12th. <br /> <br />ORDINANCE: ANNUAL BUDGET APPROPRIATION <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty <br />the ordinance entitled "RESOLUTIQN ADOPTING THE BUDGET FOR THE <br />CITY OF CHARLOTTESVILLE FOR THE ~ISCAL YEAR BEGINNING JULY 1, <br />1994, AND ENDING JUNE 30, 1995 AND PROVIDING FOR THE ANNUAL <br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" with reserve <br />funds not earmarked, was offered and carried over to a special <br />meeting on April 12th. <br /> <br /> Mr. Toscano stated that he looked forward to receiving <br />further information about services provided to City residents <br />by the Extension Service to ensure that the Service does in <br /> <br /> <br />
