This permit shall not be assigned without the <br />express permission of City Council. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING FOR PRICE AVENUE <br /> <br /> Mr. Lionel Key, 2315 Price Avenue, stated that he was <br />opposed to. any permit parking on his~ street and noted that the <br />restriction will only apply to weekdays. <br /> <br /> Ms. Catherine Anas, a resident of Piedmont Avenue, stated <br />that she and other residents of the neighborhood did not <br />realize that parking would not be restricted on evenings and <br />weekends, noting that students take up parking during that <br />time and frequently block residents' driveways with their <br />cars. <br /> <br /> Rev. Edwards questioned whether it would be possible to <br />expand the hours of restricted parking, and Mr. Gouldman <br />stated that the City mu~st have a rationale for restricting <br />parking. <br /> <br /> Mr. Hendrix stated that Staff would look into the issue <br />further, but noted that the ordinance establishing permit <br />parking zones had been set up on a very specific legal'basis. <br /> <br /> Ms. Estelle Jones and Ms. Anne Dawson of Price Avenue <br />supported permit parking on Price Avenue. <br /> <br /> Mr. Jim Marshall stated that he thought the neighborhood <br />would see a reduction in parking during the evening and <br />weekend hours as a result of the parking restriction during <br />the weekdays. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, the <br />resolution approving permit parking for Price Avenue was <br />unanimously approved by Council. <br /> <br /> WHEREAS, residents of Price Avenue have requested that <br />City Council designate that street as a restricted parking <br />block; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted on street <br />parking surveys and mailed notice to all residents of the <br />affected area that Council will consider designating such area <br />as a restricted parking block; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking block were occupied, and at least 50% of <br />the total number of on street parking spaces in that block <br />were occupied by commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking <br />ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate~means~of transportation, if any, <br />to and from the restricted parking blocks being <br />established <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in <br />such blocks might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />(d) <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed <br />restricted parking block and their ability to <br />find available parking near their place of <br />work~ now, therefore <br /> <br /> <br />
