255 <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that Price Avenue is hereby designated as a <br />restricted parking block. <br /> <br />PRESENTATION: REGIONAL DISABILITY SERVICES BOARD <br /> <br /> Mr. John Santoski, representing the Regional Disability <br />Services Board, explained ~that the Board has updated and <br />completed its plan for local service needs and priorities; the <br />General Assembly has allocated $500,000 statewide for Regional <br />Disability Services Boards and a committee is being-formed to <br />anticipate a request for proposals to aCcess these funds; and <br />the Board ~is ~beginning a community education process. Mr. <br />Santoski asked Council for their input, recommendations and <br />questions. <br /> <br />PUBLIC, HEARING: SALE OF $5 MILLION PUBLIC IMPROVEMENT BONDS <br /> <br /> Ms. Rita Scott, Director of Finance, explained that <br />revenue for the City's 5-year Capital Improvement Plan is <br />proposed to come from the General Fund, bond issues and <br />COmmunity Development Block Grant funds and the current bonds <br />will fund the following projects: school renovation, fire <br />station dorm renovations, parks and recreation projects, <br />Health Department addition, McGuffey Art Center renovations, <br />andi street and City entrance improvements. <br /> <br /> Responding to a question from Rev. Edwards about whether <br />the Health Department addition was to have been paid for by <br />the State, Mr. Hendrix stated that the City and County jointly <br />own the building and the State was not proposed to fund the <br />project. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Linda <br />Peacock, Budget Administrator, stated that the funds for park <br />improvements would provide matching funds for the possible <br />completion of the Greenbelt Park. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Gary <br />O'Connell, Deputy City Manager, stated that funds for Towe <br />Park would be used to complete the final phase of the park. <br /> <br /> Ms. Peacock explained that the McGuffey Arts Association <br />is planning to raise funds to provide a lift or elevator and <br />Association members will be performing some of the actual work <br />on the building themselves. <br /> <br />The public hearingrwas opened. <br /> <br /> Mr. Jim Dunbar, Assistant Superintendent of City Schools, <br />reviewed the proposed renovations to Burnley-Moran Elementary <br />School and asked for Council's support of the bond issuance. <br /> <br /> Mr. Charles Lilly, a Belmont neighborhood, expressed <br />concern with the additional debt taken on by the City and felt <br />that the Council should agree to pay for necessities such as <br />trash removal before fUnding luxuries~ <br /> <br /> Responding to a question from Mr. Lilly, Ms. Scott stated <br />that the per capita cost for the City's debt is currently $754 <br />and will increase to $850 as a result of the new bond <br />issuance. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter stated that the bonds will be used for <br />one-time capital costs to'improve the community,s <br />infrastructure as opposed to ongoing operating funds. <br /> <br /> Ms. Daugherty stated that she did not view the projects <br />proposed for funding with the bonds to be luxuries and noted~ <br /> <br /> <br />
