256 <br /> <br /> that the trash sticker program had been instituted in part to <br /> encourage people to reduce their waste and increase recycling. <br /> <br />ORDINANCE: SALE OF $5 MILLION PUBLIC IMPROVEMENT BONDS <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaught~er, <br />the ordinance entitled "AN ORDINANCE AUTHORIZING THE ISSUANCE <br />OF FIVE MILLION DOLLARS ($5,000,000)PRINCIPAL AMOUNT'OF <br />GENERAL OBLIGATION PUBLIC IMPROVEMENT BONDS OF THE CITY OF' <br />CHARLOTTESVILLE, VIRGINIA, FOR THE PURPOSE ~OF PROVIDING FUNDS <br />TO PAY THE COST OF VARIOUS .PUBLIC IMPROVEMENT PROJECTS OF AND <br />FOR THE CITY; FIXING THE FORM~!, DENOMINATION AND CERTAIN OTHER <br />FEATURES OF SUCH BONDS~ PROVIDING FOR THE SALE OF SUCH BONDS; <br />AND AUTHORIZING AND PROVIDING WITH RESPECT .TO THE ISSUANCE AND <br />SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BOND <br />ANTICIPATION NOTES IN ANTICIPATION OF THE ISSUANCE AND SALE <br />OF SUCH BONDS" was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: <br /> <br />PROGRAM <br /> <br />APPROVING FY 94/95 COMMUNITY DEVELOPMENT BLOCK GRANT <br /> <br /> Mr. Steve Stern, a member of the Social Development <br />Commission, stated that the Commission recommended that <br />Council allow the Monticello Area Community Action Agency <br />the flexibility to use CDBG funds for either the Camp Horizon <br />or Steppin' Up Program. <br /> <br /> Ms° Slaughter made.a motion, to approve the FY 94/95 <br />Community Development Block Grant Program, with funding <br />provided for MACAA's teen sexuality program, without <br />designating which program would be funded. <br /> <br /> Ms. Debra Abbot, representing MACAA, stated that grants <br />are being explored to add to the funding to allow MACAA to <br />operate both the Camp Horizon and Steppin' Up Programs. <br /> <br /> The FY 94/95 Community Development Block Grant Program <br />was unanimously approved by Council. <br /> <br />RESOLUTION: APPROVING 9TH/10TH STREET CONNECTOR ROAD <br /> <br /> Mr. Hendrix stated that a public hearing had been held on <br />the 9th/10th Street connector road and the resolution was the <br />standard required by the Department of Transportation in order <br />for the project to move forward and to begin to acquire the <br />necessary rights of way. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev, Edwards, the <br />resolution approving the 9th/10th Street connector road was <br />approved by Council, with Mr. Toscano absent for the vote. <br /> <br /> WHEREAS, a Location and Design Public Hearing was <br />conducted on March 15, 1990, in the City of Charlottesville by <br />representatives of the Commonwealth of Virginia, Department of <br />Transportation, after due and proper notice for the purpose of <br />considering the proposed location and design of the 9th and <br />10th Street Connector Project in the City of Charlottesville, <br />at which hearing aerial photographs, drawings and other <br />pertinent information were made available for public <br />inspection in accordance with state and federal requirements; <br />and <br /> <br /> WHEREAS, all persons and parties in attendance were <br />afforded full opportunity to-participate in said public <br />hearing; and <br /> <br /> WHEREAS, representatives of the City of Charlottesville <br />were present and participated in said hearing; and <br /> <br /> WHEREAS, the City Council had previously requested the <br />Virginia Department of Transportation to program this project; <br />and <br /> <br /> <br />
