262 <br /> <br /> WHEREAS, the City of Charlottesville acknowledges that, subject to availability, <br />public funding of the arts is desirable; and <br /> <br /> WHEREAS, Piedmont Council of the Arts has completed a cultural agency plan to <br />engender new life and support for the arts in our community through a commitment to <br />advocacy, service, community partnerships and inclusiveness; and <br /> <br /> WItEREAS, the City of Charlottesville is desirous of naming Piedmont council of <br />the Arts as its local arts agency to operate on its behalf in providing planning, services and <br />development for the arts in our community; now, therefore, <br /> <br /> BE IT RESOLVED that the City Council of the City of Charlottesville designates <br />Piedmont council of the Arts as the official local arts agency of the City of Charlottesville. <br /> <br />RESOLUTION: APPROVING TONSLER PARK MASTER PLAN <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, explained that needs for Tonsler Park <br />had been identified following community workshops and questionnaires and review by the <br />Parks Advisory Committee, Tonsler Park Advisory Committee and Planning Commission. <br />Mr. O'Connell stated that interest has been expressed in making Tonsler Park a blend <br />between a neighborhood and community-wide park. The improvements were suggested to <br />be made in two phases for a total of $492,000: 1) all park improvements minus buildings, <br />and 2) recreation building and shelters. Mr. O'Connell stated that $290,000 of the cost is <br />currently budgeted and set aside and the remainder is recommended in the 1994/95 capital <br />plan The existing berm is proposed to be removed and a 300-seat amphitheater will be <br />added. Private contributions for 25% of the playground improvements have been <br />recommended, with major work to begin next spring. It has been recommended that a <br />committee begin planning for the playground and fundraising activities. <br /> <br /> Ms. Daugherty stated that she initially had reservations about the proposed <br />renovations because she had not understood that people wanted the park to be more of a <br />community park but she has been convinced that it is a good plan Ms. Daugherty stated <br />that she has reservations about phase II, specifically the proposed building and cost and <br />thought that this should be looked at later before being finalized since there is no <br />programming proposed for the building at this time. <br /> <br /> Ms. Slaughter stated that she felt the comments from the Planning Commission <br />were good and agreed that pedestrian entrances should be emphasized and there should be <br />a focus on pedestrian places. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, Council unanimously <br />approved the master plan concept and Phase I for Tonsler Park. <br /> <br /> Mr. O'Connell thanked all those involved in the planning of the Park improvements <br />for their efforts. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br />OTHER BUSINESS <br /> <br />RESOLUTION: APPROVING GRANT FOR DEVELOPMENT OF INFORMATION <br />SUPERHIGHWAY <br /> <br /> Mr. Toscano explained that the City, County and University have been involved in <br />efforts to develop an information superhighway locally, with cooperation from Adelphia <br />Cable, Sprint/Centel, Thomas Jefferson Planning District Commission, Piedmont Council <br />of the Arts, and the Library.
