261 <br /> <br />OBLIGATION BOND ANTICIPATION NOTES IN ANTICIPATION OF <br />THE ISSUANCE AND SALE OF SUCH BONDS" (2nd reading) <br /> <br />PRESENTATION: AIRPORT MASTER PLAN <br /> <br /> Mr. Bryan Elliott, Director of Aviation, presented Council with an update to the <br />airport's master plan. Mr. Elliott stated that the plan calls for expansion of the general <br />aviation building and parking and improved access and road relocation. Mr. Elliott added <br />that an additional runway may also be necessary in the future. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Elliott stated that a new, short <br />runway for general aviation could be located within the existing runway' space if <br /> <br />necessary. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Elliott stated that he is hopeful <br />that jet selMce will return to the airport in the future. <br /> <br />RESOLUTION: DESIGNATION OF PIEDMONT COUNCIL OF THE ARTS AS <br />OFFICIAL LOCAL ARTS AGENCY <br /> <br /> Ms. Hannah Twaddell, President of Piedmont Council of the Arts (PCA), <br />presented Council with the Council's five-year plan and requested that Council approve <br />the resolution designating PCA as the official local arts agency' which will make PCA <br />eligible for more public and private grants as well as represent a symbol of recognition by <br />the local government. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Twaddell stated that there has <br />been informal coordination between PCA and the Albemarle County' Historic Society but <br />more formal cooperation will be sought in the future. <br /> <br /> Ms. Daugherty noted that interest in stren~hening the arts and entertainment in <br />Charlottesville was expressed in the economic strategy workshop recently held. <br /> <br /> Mr. Toscano questioned whether "as appropriate" should be inserted after "subject <br />to availability" in the third paragraph of the resolution. <br /> <br /> Rev. Edwards questioned whether the resolution would prevent other arts agencies <br />from applying for and receiving grant funding. <br /> <br /> Ms. Twaddell replied that Piedmont Council of the Arts is not in competition with <br />other arts agencies and, in fact, would help them apply for appropriate grants. <br /> <br /> Ms. Slaughter noted that the resolution is a nonbinding agreement on the part of <br />Council. <br /> <br /> Mr. Toscano stated that he would approve the resolution as presented since there <br />was nothing that would preclude future action by Council to approve or disapprove <br />specific grants applied for by PCA. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter the resolution designating <br />Piedmont Council of the Arts as the official local arts agency was unanimously approved <br />by Council. <br /> <br /> WHEREAS, the purpose of Piedmont Council of the Arts is to be the catalyst for <br />advancing the thriving presence of the arts to enhance the quality of life in our region; and <br /> <br /> WHEREAS, the City of Charlottesville desires to ensure planning, promotion, <br />coordination and provision of arts and culturally related selMces and deems that making <br />cultural activities available to its citizens is a valuable service; and <br /> <br /> <br />
