260 <br /> <br />CONSENT AGENDA <br /> <br /> Mn Tom Hill, Rugby Road, stated that he felt the portion of the $5 million bond <br />issue to be used for renovations at McGuffey Arts Center was inappropriate since it would <br />make one arts group the beneficiary. Mr. Hill stated that he felt Council should consider <br />selling the building to the private sector for a better purpose. <br /> <br /> Ms. Hannah TWaddell, President of Piedmont Council of the Arts, supported the <br />proposed financing and renovation for McGuffey Arts Center, adding that she felt a role of <br />government is to support and sustain arts in the community. <br /> <br /> Ms. Slaughter stated that she thought it Was important to support McGuffey and to <br />keep it.a Public building. Ms. Slaughter stated that She felt McGuffey was connected to the <br />vitality of downtown as well and she felt it was appropriate for the City to match <br />renovation efforts by McGuffey. <br /> <br /> On motion by Rev. Edwards, seconded byMs. Daugherty, the follOwing consent <br />agenda items were unanimously approved: <br /> <br />a. Minutes of April 12 and 18 <br /> <br />b. APPROPRIATION: $43,674.08 - Summer Lunch Program <br /> (2nd reading) <br /> <br /> WHEREAS, the U. S. Department of Agriculture (USDA) has established the <br />Summer Food Service Program to bring about an increased awareness of the critical <br />importance of proper nutrition for children and a belief that school vacation should not end <br />the availability of nutritious meals for many children; and <br /> <br /> WHEREAS, the City of Charlottesville shares the same concerns as USDA; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that a <br />Summer Food Service Program be established as part of the City of Charlottesville's <br />Summer Recreation Programs and $43,674.08 is hereby appropriated from the <br />unappropriated balance of the General Fund to account code 11-042-062028 in the Grants <br />Fund for the purpose of carrying out this program. Such appropriation shall be <br />conditioned upon substantial reimbursement to the General Fund by USDA. <br /> <br />c. APPROPRIATION: $20,000 - Community Liaison - West Main Street <br /> (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $20,000.00 is hereby appropriated from the General Fund cigarette tax revenue to <br />expenditure account 05-041-092061 to fund a Community Liaison through fiscal year <br />1994-95, as recommended by the West Main Street Task Force. <br /> <br />d. APPROPRL4,TION: $60,000 - Advance for MACAA Youth Employment <br /> Program (carried over) <br /> <br />2 e. <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING THE ISSUANCE OF <br />FIVE MILLION DOLLARS ($5,000,000) PRINCIPAL AMOUNT OF <br />GENERAL OBLIGATION PUBLIC IMPROVEMENT BONDS OF THE <br />CITY OF CHARLOTTESVILLE, VIRGINIA, FOR THE PURPOSE OF <br />PROVIDING FUNDS TO PAY THE COST OF VARIOUS PUBLIC <br />IMPROVEMENT PROJECTS OF AND FOR THE CITY; FIXING THE <br />FORM, DENOMINATION AND CERTAIN OTHER FEATURES OF <br />SUCH BONDS; PROVIDING FOR THE SALE OF SUCH BONDS; AND <br />AUTHORIZING AND PROVIDING WITH RESPECT TO THE ISSUANCE <br />AND SALE OF A LIKE PRINCIPAL AMOUNT OF GENERAL <br /> <br /> <br />
