274 <br /> <br />problems involved in providing our public works and to recognize the contributions which <br />pUblic works officials make every day to our health, safety, and comfort. <br /> <br />APPOINTMENTS: BOARD AND COMMISSIONS <br /> <br /> On motiOn by Ms. Slaughter. seconded byMs. Daugherty, Mr. Tony Iachetta was <br />appointed as Chairman of the Rivanna Water and Sewer Authority and Rivanna Solid <br />Waste Authority for a two-year term. This term will expire on May 1,. 1996. <br /> <br />RESOLUTION: APPROVING WEST M~MN STREET BRIDGE DESIGN AND <br />PROJECT <br /> <br /> Mr. Ron Briggs, representing the design firm working with Norfolk Southern, <br />explained that Norfolk Southern is replacing the aging bridge in order to accommodate <br />double stack trains. A detour bridge will be built to use during reconstruction and the new <br />bridge is expected to be completed in June of 1996. Mr: Briggs stated that representatives <br />from Norfolk Southern have met with adjacent business owners and residents. <br /> <br /> Responding to a question from Ms. Daugherty, Ms: Slaughter stated that she <br />thought good faith negotiations are continuing between Norfolk Southern and adjacent <br />business. <br /> <br /> With regard to the recommendation regarding art, l~fi-. Toscano questioned <br />whether the City would pay for any art, what would the cost be, and where would it be <br />located. <br /> <br /> Mr. Huja stated that $50,000 has been set aside for enhancements on the bridge, <br />though the City may need to put additional money into the project. <br /> <br /> Mr. Toscano explained that the lighting on the Ridge Street bridge had been paid <br />for by the City, but the conduit had been provided by Norfolk Southern. <br /> <br /> Ms. Judith Muetler, Director of Public Works, stated that the possibility of <br />extending the undergrounding of utilities to 9th Street is being explored, adding that <br />Virginia Power has been very cooperative and creative in the discussions and estimates <br />should be available soon. <br /> <br /> Mr. Toscano recommended that the West Main Street form book <br />recommendations be shared with Norfolk Southern. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Mueller explained that three <br />current parking spaces will be lost during the day, though if loading spaces are limited <br />only one space will be lost. Ms. Mueller added that the bus stop could be used for <br />additional parking during the evening. <br /> <br /> Ms. Slaughter requested that the issue of temporary access steps down from the <br />bridge area be explored. <br /> <br /> Ms. Slaughter stated that the bridge design needs refining and recomrnended that a <br />design team to include the Urban Design Committee and Mr. Maurice Cox be designated <br />to work on the design. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Slaughter stated that the City <br />will maintain some leverage regarding the bridge even if the resolution is approved <br />through the site plan process and with the need for the City to assist in property <br />acquisition. <br /> <br /> Mr. Hendrix noted that the Council could stop the bridge construction, but would <br />be responsible for any costs incurred up to that point. <br /> <br /> <br />
