289 <br /> <br />ASSESSMENT TO BE LEVIED ON EACH SUCH PROPERTY; LEVYING SAID <br />ASSESSMENTS AND PROVIDING FOR THE TIME, MANNER AND TERMS OF THE <br />COLLECTION THEREOF," was offered and carried over to the next meeting for <br />consideration. <br /> <br />PRESENTATION: PROPOSAL FOR A PUBLIC/PRIVATE REGIONAL ECONOMIC <br />DEVELOPMENT PARTNERSHIP <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Thomas Jefferson Planning District <br />Commission, explained that the Planning Commission, Chamber of Commerce and a coalition <br />of private sectors persons have been working on a proposal for a public/private regional <br />economic development partnership with all localities in Planning District Ten. <br /> <br /> Mr. Harold Morris, Chairman of the Chamber of Commerce Board, asked Council's <br />support of the regional economic development partnership which has been supported to date <br />by Nelson, Fluvanna, Louisa and Greene Counties and a request will be made to Albemarle <br />County. Mr. Morris stated that the partnership will benefit the region by helping to attract <br />new businesses, retain existing business and maintain a data base. Mr. Morris stated that the <br />partnership has the full support of the State's Office of Economic Development. Mr. Morris <br />asked Council to support the partnership through a letter or resolution. If approved, a group <br />will be convened and a structure and plan will be developed and will be presented to Council <br />for approval. <br /> <br /> Mr. Carter Myers, a local private businessperson, explained that Piedmont Virginia <br />Community College and the.University of Virginia are proposed to be involved in the <br />partnership as well and the partnerstfip's efforts will tied in with the Charlottesville Industrial <br />Development Authority and City's Office of Economic Development and will have the <br />following goals: broaden the region's tax base; create quality jobs; help local businesses <br />expand; and increase local job skills. <br /> <br /> On motion by Mt-. Toscano, seconded by Ms. Daugherty, Council voted to support <br />the proposal for a public/private regional economic development partnership, with Rev. <br />Edwards absent for the vote. <br /> <br />APPROPRIATION: INFRASTRUCTURE REPAIRS AND EMPLOYEE BENEFITS <br /> <br /> Mr. O'Connell explained that the appropriation included cigarette tax revenue <br />collected in FY 93/94 proposed to be used for employee bonuses, one-time payment to the <br />l~ree Clinic and underground vaults on the downtown mall. Mr. O'Connell stated that the <br />bonuses have been recommended as a way to recognize all employees for their efforts in <br />restructuring and additional duties assumed as a result ofdownsizing. Excess gas funds are <br />proposed to be used for sidewalk and street repairs. Mr. O'Connell stated that without the <br />appropriation for street and sidewalk repairs, no residential streets would be able to be <br />repaired because all existing funds would be needed to repair major streets damaged as a <br />result of the extreme winter. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the appropriation for <br />Lnfrastmcture repairs and employee benefits was offered and carried over to the next meeting <br />for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> <br />
