Ms. Snfith stated that she felt changing the <br />Land Use designation as proposed would seem to be an arbitrary and unwise action. <br /> <br /> Ms. Ashlin Smith, 620 Park Street and Vice President of Preservation Piedmont, <br />stated that she supported changing the Land Use to residential and felt it made economic <br />sense to maintain the downtown residential areas. <br /> <br /> Ms. Nancy Long, 509 Lexington Avenue, supported changing the Land Use Plan, <br />adding that it using such property for commercial property in the central city area would be <br />an inefficient use of land. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, stated that he was concerned about hospital <br />sprawl into the residential neighborhood and supported designating Grove Avenue as <br />residential. <br /> Mr. Joseph Berry, 509 Lexington Avenue, supported changing the Land Use Plan. <br /> <br />As there were no further speakers the public hearing was closed. <br /> <br />ORDINANCE: AMENDING LAND USE PLAN FOR GROVE AVENUE FROM <br />OFFICE TO P~SIDENTtAL <br /> <br /> Ms. Slaughter stated that the vote was split 3 - 2 on Council in 1990, with the <br />majority deciding that the Land Use Plan for Grove Avenue should remain office in the long <br />term. When the rezoning request for one property on Grove Avenue came before Council <br />last year there was a change on Council that the City should take a more pro-active stance in <br />protecting the neighborhood and in looking to the future and that the Land Use Plan and the <br />existing zoning should be the same and therefore she supported changing the Land Use Plan <br />to residential because these properties are historical, their architecture is unique and that a <br />goal of the City is to preserve residential neighborhoods. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE TO AMEND THE LAND USE PLAN OF THE COMPREHENSIVE PLAN <br />BY C HANGING THE DESIGNATION OF THE PROPERTIES LOCATED AT 504, 505, <br />506, 521 AND 525 GROVE AVENUE FROM OFFICE TO RESIDENTIAL" was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Ms. Daugherty stated that while she felt the Martha Jefferson Hospital Plan was a <br />good plan, it does not mean that conditions do not change. Ms. Daugherty stated that she <br />felt it was important to preserve housing in the City and she felt sufficient business areas exist <br />in other parts of the City.
