294 <br /> <br /> Ms. Slaughter stated that she was willing to waive the clean-up fee and appropriate <br />additional funds later if necessary. Ms. Slaughter also suggested that recycling bins be used at the <br />Festival. <br /> <br /> It was the consensus of Council to waive the clean-up fee for the Afican-Amefican <br />Festival to be held July 30, 1994. <br /> <br /> Rev. Judy Gingerich, pastor of the Metropolitan Community Church, requested that <br />Council amend the non-discrimination provisions of the City Code and personnel regulations to <br />include non-discrimination on the basis of sexual orientation. Rev. Gingerich requested that the <br />non-discrimination clause also be required in certain contracts. Rex,'. Gingerich noted that Council <br />previously included the sexual orientation language in the non-discrimination clause required by <br />the Charlottesville Industrial Development Authority for the issuance of industrial development <br />bonds and the University of Virginia has included such language in its non-discrimination clause. <br /> <br />It was agreed that the matter would be formally considered at the July 5th meeting. <br /> <br /> Dr. Joseph Mooney, 201 Sunset Avenue, expressed concern with violence in the schools <br />and felt the matter was appropriate for Council's consideration. Dr. Mooney suggested the <br />following: 1) the School Board should review and respond to the report recently provided by the <br />School Health Advisory Board; 2) a joint committee with Council and School Board <br />representation should be formed to address the problem; 3) the alternative school should be <br />funded; and 4) a curfew should be established which would send a message to parents that they <br />need to control their children. <br /> <br /> Mr. Vandever noted that Council will be appropriating funds for the alternative school at <br />this meeting and is taking steps to add additional security at Buford School. Mr. Vandever <br />stressed that it is Council's intent to restore the educational environment at the schools. <br /> <br /> Ms. Daugherty noted that Council has been working closely with members of the <br />community in planning for the alternative school and is also considering a curfew, but added that <br />the curfew issue needs to be carefully studied in order to come up with a curfew that works. <br /> <br /> Ms. Slaughter echoed Ms. Daugherty's comments and stated that there are many realistic <br />issues which need to be addressed regarding establishing a curfew, such as what procedure will be <br />followed when parents are not home when youth are returned there following curfew violations. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. John Siedler, 2010 Hessian Road, expressed the following concerns about the fairness <br />of the appropriation for employee benefits and infrastructure improvements: it is a large <br />expenditure made outside of the budget process; the bonus does not include school personnel; no <br />goals were ever identified regarding downsizing; downsizing figures seem inconsistent; and the <br />people who paid into the gas operation are not the same people who will receive the benefits of <br />the proposed expenditure. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the following consent agenda <br />items were approved, with the minutes of June 6th amended by Ms. Slaughter: <br /> <br />a. APPROPRIATION: $11,000 - Certified Local Government Grant <br /> (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the sum <br />of $11,000, to be received-as a grant from the Virginia Department of Historic Resources, is <br />hereby appropriated to expenditure account 1 t-042-092086 in the Grants Fund to develop Design <br />Review Guidelines for the City's Historic Districts. Tiffs project shall be conducted by the City <br />under a contract between the Department of Historic Resources (DHR)and the City in <br />accordance with the conditions imposed by the DHR and National Park Service. <br /> <br /> <br />
