RESOLUTION: Transportation Management Areas funding <br /> <br /> WHEREAS, federal operating assistance to small urbanized areas in Virginia has been <br />subject to the Governor's discretion in lieu of the federal apportionment, and <br /> <br /> WHEREAS, a technical amendment to the Intermodel Surface Transportation Efficiency <br />Act (ISTEA) provides that areas designated as Transportation Management Areas (TMAS) must <br />receive the amount listed in the Federal Apportionment. <br /> <br /> WHEREAS, the implications of the designation of the Petersburg area as a TMA in the <br />last hours of the previous Governor's term are no,v clear and represent a dramatic decrease in <br />state and federal financial support for other small urbanized area transit system, and <br /> <br /> WHEREAS, City Council recognizes the importance of state and federal assistance to <br />maintain efficient and effective operation of CTS and JAUNT, the two transit systems serving the <br />Charlottesville area. <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the Charlottesville City Council requests <br />Governor Allen to reconsider the Petersburg area designation and direct the appropriate federal <br />authorities to withdraw the designation, restoring the state formula fund distribution, and <br /> <br /> BE IT FURTHER RESOLVED that if the designation is not withdrawn, the <br />Charlottesville City Council respectfully requests Governor Allen to seek funding to hold the <br />other transit operators harmless by supplementing the loss of federal funds with State funds. <br /> <br /> <br />
