ORDINANCE: Adopting minimum standards for streets (carried over) <br /> <br />APPROPRIATION: $433,160 - ALTERNATIVE SCHOOL <br /> <br /> Mr. Vandever noted that the Schools have presented a new request for $433,160 to fund <br />the alternative school. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, the $433,160 appropriation for <br />the akernative school was offered and carried over to the next meeting for consideration. <br /> <br />RESOLUTION: COMMUNITY VISIONING STATEMENT <br /> <br /> Mr. Hendrix explained that the Community Visioning Statement was jointly developed by <br />the City, County and University of Virginia and the Planning and Coordination Council (PACC) <br />Technical Committee has requesting adoption of the statement by the Council, Albemarle County <br />Board of Supervisors, and University of Virginia Board of Visitors. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Hendrix stated that he did not know if <br />the statement has been approved by the County and University. <br /> <br /> Ms. Slaughter recormnended that the Planning Commission use the Community Visioning <br />Statement when they review the Comprehensive Plan and that Council use the Statement as it <br />approaches its annual retreat. <br /> <br /> Ms. Daugherty stated that she felt the process used to develop the statement was good <br />and included a lot of community involvement. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, the Community Visioning <br />Statement was approved by Council, with Rev. Edwards and Mr. Toscano absent. <br /> <br />ORDINANCE: AMENDING LAND USE PLAN FOR GROVE AVENUE FROM OFFICE TO <br />RESIDENTIAL (2nd reading) <br /> <br />Ms. Slaughter read the following statement: <br /> <br /> "I want to make sure that the record is absolutely clear. Each newspaper story or even <br />minutes of our meetings tell most of the store but not all. <br /> <br /> "History_: In 1977, the Martha Jefferson Hospital Study Committee made its <br />recommendation that Grove Avenue be designated as office use for the future. Although the <br />zoning was for residential, the Planning Commission and City Council decided the Land Use Plan <br />should say "office." A study committee was convened in 1989, and the majority of members on <br />that committee affirmed the 1977 report, as did the Planning Commission. <br /> <br /> "However, there was another point of view, the minority point of view expressed on the <br />review committee and on the Planning Cormnission. This point of view stated that the Land Use <br />Plan should be changed to residential. For this view, people stated since 1977, things had <br />changed -- the residential neighborhood in 1977 had been deteriorating; by 1990, the <br />neighborhood around the hospital had become revitalized with many homes renovated and <br />restored. In 1977 High Street was being converted to offices; by 1990 additional medical offices <br /> <br /> <br />
