35 <br /> <br />having the CDBG Task Force make recommendations on what needs <br />to be completed in Fifeville and what would be the criteria <br />for selecting a new neighborhood. <br /> <br /> Mr. Hendrix recommended and Council agreed that staff <br />would provide a report at the next meeting giving <br />alternatives for the priority neighborhood approach and to <br />help provide definitive direction to the CDBG Task Force. <br /> <br />MAYOR'S REPORT: COMMUNITY RELATIONS BOARD <br /> <br /> Rev. Edwards requested that Council make a decision on <br />whether or not to establish a Community Relations Board. <br /> <br /> Ms. Slaughter stated that she would like to see <br />something done, perhaps on a less formal basis, with less <br />government representation, no staff, and more neighborhood <br />representatives. Ms. Slaughter stated that she was concerned <br />about Council and staff having to serve on another board and <br />recommended that a member of the Albemarle County Board of <br />Supervisors be invited to be a member. <br /> <br /> Mr. Vandever stated that he preferred the proposal <br />outlined in the Mayor's memorandum and felt it was important <br />to include a staff member. Mr. Vandever stated that he felt <br />the County's participation should be encouraged, but he did <br />not think it was critical. <br /> <br /> Responding to a question from Ms. Waters, Rev. Edwards <br />stated that he anticipated the Board to meet once a month <br />while the students were in session. <br /> <br /> Mr. Toscano made a motion to establish the Community <br /> Relations Board, including one Councilor, one staff member, <br /> and two additional neighborhood representatives. Mr. <br /> Vandever seconded the motion and it was unanimously approved <br /> by Council. <br /> <br />STAFF REPORT: CHRISTMAS HOLIDAY <br /> <br /> Mr. Hendrix requested that Council grant City employees <br />a holiday on Christmas Eve, noting that Albemarle County will <br />be closed that day and State employees have been granted the <br />two days after Christmas as holidays. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, City <br />employees were unanimously granted a holiday on Christmas <br />Eve. <br /> <br />STAFF REPORT: STREET LISTINGS <br /> <br /> Mr. Huja stated that conflicting listings are used for <br />four streets in the City and staff recommended that the <br />listings be changed. <br /> <br /> Ms. Waters recommended that staff meet with the Belmont <br />Neighborhood Association to hear their comments prior to <br />Council making a decision. <br /> <br />APPROPRIATION: REVENUES FROM ENHANCED 911 SURCHARGE <br /> <br /> Mr. Hendrix stated that revenues were beginning to come <br />in from the Enhanced 911 surcharge and an appropriation was <br />necessary. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />appropriation of revenues from the Enhanced 911 surcharge was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: <br /> <br />CLARKE COURT <br /> <br />GRANTING SPECIAL PERMIT FOR HIGHER DENSITY AT 108 <br /> <br /> <br />
