On motion by Mr. Toscano, seconded by Ms. Waters, Mr. <br />Britt Grimm was unanimously reappointed to a three-year term <br />on the Thomas Jefferson EMS Council. This term will expire <br />on December 31, 1994. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, Mr. <br />Chuck Lewis was unanimously appointed to the Charlottesville <br />Downtown Foundation. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, Mr. <br />Warren Boeschenstein was unanimously appointed to a <br />three-year term on the Urban Design Committee. This term <br />will expire on July 31, 1994. <br /> <br />PRESENTATION: DRUG ADVISORY BOARD <br /> <br /> Ms. Mary Newton, Drug Coordinator, provided a status <br />report for the efforts of the Drug Advisory Board which <br />included compilation of drug treatment brochures,jtraining <br />of local agency personnel, and production of a drug <br />prevention video. Ms. Newton stated that a 24 hour hotline <br />will be operational in February of 1992. <br /> <br /> Ms. Mary Jane King, Chair of the Drug Advisory Board, <br />requested that the City provide funding for Region Ten <br />Community Services Board, the Police Department, continuation <br />of the Drug Coordinator position, and establishment of a Teen <br />Center in the upcoming budget. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Newton <br />stated that Carver Recreation Center was felt to be an <br />appropriate future site for a teen center. <br /> <br /> Ms. Slaughter requested that staff provide Council with <br />a count of the numbers of youth who drop in at the City's <br />recreation center and the activities in which they <br />participate. <br /> <br /> Ms. Waters noted that the City's anti-drug efforts have <br />included neighborhood clean-up, additional lighting in <br />neighborhoods, and treatment opportunities for prisoners, and <br />requested that staff provide a report on the impact of these <br />efforts and areas where funds could be shifted. <br /> <br /> Mr. Toscano stated that he would be interested to know <br />if overlap exists in anti-drug efforts, especially with <br />dwindling resources available and questioned whether the <br />community's view of the drug situation has changed. <br /> <br /> Ms. Newton stated that she did not think the community <br />felt the drug situation was at the same crisis point as it <br />once was. <br /> <br />PRESENTATION: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PROGRAM <br /> <br /> Ms. Andrea Trank, legislative liaison for the Thomas <br />Jefferson Planning District Commission, presented the <br />Commission's proposed legislative program. Ms. Trank <br />explained that opposition to proposed changes in <br />transportation funding was removed as a priority since the <br />Secretary of Transportation has agreed to withdraw the <br />proposal at this time. <br /> <br /> Ms. Waters stated ~hat she felt the legislative package <br />was a good one and made a motion to endorse the package. <br /> <br /> Ms. Slaughter, a member of the Commission, stated that <br />she felt the member jurisdictions were unified in their <br />support of the legislative program. <br /> <br /> Mr.. Hendrix noted that support for a local option for <br />elected school boards was included in the Commission's <br />legislative package which Council may not wish to support. <br /> <br /> <br />
