44 <br /> <br /> Ms. Waters stated that sheiwas comfortable leaving in <br />the school board issue as an option for other localities even <br />though she favored appointed school boards. <br /> <br /> Mr. Vandever seconded the motion to endorse the <br />legiSlative package and the~Thomas Jefferson Planning <br />District Commission's legislative package was unanimously <br />endorsed by Council. <br /> <br /> Mr. Clyde Gouldman, City Attorney} noted that Council <br />had been sent the City's legislative package~and questioned <br />whether Councilors wanted to make any changes before it was <br />sent to the State legislators. <br /> <br /> It was the consensus of Council to add a sentence to the <br /> education section supporting the reinstatement of lost <br /> funding. <br /> <br />REPORT: CHARGE FOR OLD MCINTIRE LIBRARY BUILDING STUDY COMMITTEE <br /> <br /> Mr. Toscano made a motion to approve the charge for the <br />Old McIntire Library Building Study Committee as revised by <br />Ms. Waters. Mr. Vandever seconded the motion and the charge <br />was unanimously approved by Council. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />following person were unanimously appointed to the Old <br />McIntire Library Building Study Committee: Michael Bednar, <br />Rosalyn Berne, Steve Campbell, A1 Clements, Rev. R.A. <br />Johnson, Bill Norton, and Nancy O'Brien. <br /> <br />REPORT: POLICE REVIEW PANEL <br /> <br /> Rev. Edwards stated that an additional citizen member <br />needed to be appointed to the Police Review Panel. <br /> <br /> Mr. Toscano requested that the Police Review procedure <br />be sent to Council. <br /> <br />STAFF REPORT: <br /> <br />PRIORITY NEIGHBORHOOD DESIGNATION FOR CDBG FUNDS <br /> <br /> Mr. Louie Chapman stated that designating Fifeville as a <br />priority neighborhood for CDBG funds had brought together a <br />team of people with the common goal of improving the quality <br />of life in the neighborhood. Mr. Chapman stated that staff <br />recommends the following: spend a fourth year in Fifeville, <br />using a minimum of $100,000 in CDBG funds to complete road <br />and sidewalk improvements and tree beautification~ and do a <br />comprehensive analysis of the remaining target neighborhoods <br />prior to selecting one for priority designation. <br /> <br /> Ms. Waters stated that she thought the housebank money <br />should continue to be used in Fifeville and would like the <br />former Shelter for Help in Emergency property to be included <br />on the unfinished list in Fifeville. Ms. Waters stated that <br />she would favor finishing projects in Fifeville, adding that <br />she thought it will take some time to develop the process to <br />designate the next target neighborhood. <br /> <br /> Ms. Slaughter stated that while she supports the <br />priority designation she would like to have the option of <br />using some CDBG funds in other places. <br /> <br /> Mr. Chapman proposed that some CDBG funds be used for <br />some consulting work to develop criteria for~ priority <br />neighborhood designation, using the capital plant assessment <br />process which staff were previously trained in for use in <br />Fifeville. <br /> <br /> Mr. Toscano stated that he would support using $100,000 <br />for a fourth year in Fifeville on the condition that housing <br />rehabilitation be given first priority, with the remaining <br />money designated according to priorities established by the <br /> <br /> <br />
