60 <br /> <br /> Mr. Dunbar agreed that the two types of events have not <br />been treated differently and both have received the free <br />rehearsal time. <br /> <br /> Mr. John Pezzoli, School Board Member, stated that he <br />had been a member of the committee looking into the subsidy <br />for use of the Performing Arts Center and the original aim <br />had been to subsidize the arts. Mr. Pezzo!i continued that <br />the committee had never specifically discussed using the <br />subsidy as a way for non-profit groups to raise funds. Mr. <br />Pezzoli stated that the arts groups had felt that the local <br />market would not bear the cost of the tickets if the full <br />charge were made. <br /> <br /> Mr. Vandever stated that when the Independence Resource <br />Center had used the Performing Arts Center he thought the <br />hourly rate was too low and could be doubled or tripled <br />without having a seriously impact on groups. <br /> <br /> Mr. Dennis Deluisa, Theatre Manager, stated that most <br />arts groups make no profit. Mr. Deluisa stated that 25% of <br />available dates for the Center were used by the public and <br />20% were used by students in the previous year. <br /> <br /> Mr. Dunbar explained that profit groups are now allowed <br />to use the Center at a rate of $110 per hour when it is <br />available and this decision was made in order to help provide <br />funds for equipment replacement in the Center as the need <br />arises. <br /> <br /> Mr. Vandever recommended that the Council discuss the <br />objective in having the Performing Arts Center and either <br />reconfirm the policy or make adjustments. <br /> <br /> Mr. Hendrix explained'that the auditorium was left <br />off when Charlottesville High School was built and community <br />groups encouraged the auditorium to be designed for community <br />use as well as school use. The Council agreed to provide <br />additional funding and designed the Performing Arts Center in <br />conjunction with the School Board. <br /> <br /> Ms. Slaughter stated that she agreed with the original <br />purpose of using the Center to encourage arts groups, but was <br />not sure whether it should be used as a way to subsidize all <br />non-profit groups. <br /> <br /> The following alternatives were mentioned: setting a <br />ceiling on the amount of funds raised by a non-profit group <br />which uses the Center; reduce the number of subsidized <br />rehearsal hours; restrict the subsidize to rehearsal rather <br />than set up time; and restrict the subsidy to City groups. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />COUNCIL CHAMBER - January 21, 1992 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. slaughter, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Absent: Rev. Edwards. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />minutes of the December 30th meeting were approved as <br />presented, with Mr. Vandever abstaining. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />minutes of the January 6th meeting were approved as amended <br />by Mr. Toscano. <br /> <br /> <br />
