63 <br /> <br /> Ms. Slaughter agreed that at a minimum a site should be <br />designated for restrooms. <br /> <br /> Ms. Waters stated that she would like to know all <br />feasible sites for restrooms. <br /> <br /> Ms. Gilliam-Turner stated that the Michie Design Team <br />felt that public restrooms should not be in a separate <br />freestanding building within the open mall space, but rather <br />should be built into or adjacent to an existing building. <br /> <br /> Mso Waters stated that she agreed with the <br />recommendation to increase the size of the sidewalks to eight <br />or nine feet. <br /> <br /> Ms. Waters made a motion to approve the mall extension <br />concept with alternatives provided for the First Amendment <br />Park and potential restroom sites, with some sidewalk <br />widening, and with the understanding that the issue of a <br />model will be brought back to Council for consideration. Ms. <br />Waters' motion was seconded by Mr. Toscano and unanimously <br />approved by Council. <br /> <br />PRESENTATION: REGIONAL HOUSING STUDY <br /> <br /> Mr. Blake Hurt, a member of the Regional Housing <br />Strategy Panel, stated that a regional mission statement and <br />priorities have been developed by the Panel and requested <br />that Council expand the Panel's charge through October of <br />1992 so that HUD HOME funds can be applied for on behalf of <br />the region. <br /> <br /> Ms. Waters questioned whether there was a concept for <br />governance of such funding. <br /> <br /> Mr. Toscano, a member of the Regional Housing Panel, <br />stated that the Planning District Commission could administer <br />the grant and noted that there is a match requirement for the <br />grant. Mr. Toscano added that the regional group would <br />ensure that the funds would be used for the priorities of the <br />Panel. <br /> <br /> Ms. Waters made a motion to approve the resolution <br />expanding the charge of the Housing Panel and approving the <br />intent to apply for the HUD HOME grant, adding that she was <br />eager to have the program structured in such a way to <br />encourage housing efforts and participation in all the other <br />localities. Ms. Slaughter seconded the motion and the <br />resolution was unanimously approved by Council. <br /> <br /> WHEREAS, there is a need to develop a regional housing <br />strategy for the localities in the Thomas Jefferson Planning <br />District; and <br /> <br /> WHEREAS, the regional housing strategy should address <br />the issues of the provision of affordable housing, of the <br />rehabilitation of substandard housing, and of the development <br />of programs that promote homeownership for all constituents <br />in the Thomas Jefferson Planning District; and <br /> <br /> WHEREAS, the HOME program offered by HUD provides an <br />opportunity for the localities within the Thomas Jefferson <br />Planning District to develop and implement a regional housing <br />strategy and to secure federal funds to implement the <br />strategy; and <br /> <br /> WHEREAS, the work of the Regional Housing Strategy <br />Advisory Panel is required to see the preparation of the <br />Comprehensive Housing Affordability Strategy (CHAS) through <br />to completion by October, 1992; <br /> <br />(1) THEREFORE BE IT RESOLVED THAT the Charlottesville <br /> <br /> <br />
