64 <br /> <br />City Council does support a regional intent to apply for the <br />HUD HOME program by March 31, 1992 and so authorizes the City <br />Manager to act as the agent of the Council; and <br /> <br /> (2) BE IT FURTHER RESOLVED THAT the Charlottesville <br />City Council does expand the charge of the Regional Housing <br />Strategy Advisory Panel in order to apply for the HUD HOME <br />program by October, 1992 and seek HUD funding. <br /> <br />STAFF REPORT: BUDGET CALENDAR <br /> <br /> Ms. Slaughter stated that she would be interested in <br />having another call-in session for the budget. <br /> <br /> Ms. Waters stated that she felt it would be good to have <br />key issues identified for the public to comment on. <br /> <br /> Mr. Hendrix stated that he felt the key issue this year <br />will be whether additional state funds will be provided to <br />the schools but this decision will not be made until early <br />March. <br /> <br /> Mr. Vandever recommended that the number of agency <br />hearings be reduced to two nights if possible. <br /> <br />A tentative budget calendar was set. <br /> <br />APPROPRIATION: $15,000 - DUI CHECKPOINT GRANT (2nd reading) <br /> <br /> The $15,000 appropriation for the DUI Checkpoint grant. <br />which was offered at the January 6th meeting was approved by <br />the following vote. Ayes: Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever, Ms. Waters. Noes: None. Absent: Rev. Edwards. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $15,000 is hereby <br />appropriated to expenditure account il-270-041130 in the <br />Grant Fund for the purpose of supporting the Sobriety <br />Checkpoint program administered by the Charlottesville Police <br />Department. Such appropriation shall be subject to receipt <br />of a like amount of revenue from the Virginia Division of <br />Motor Vehicles (Grant Project #AL92-20-58120). <br /> <br />APPROPRIATION: $23,632.50 - JOINT SECURITY COMPLEX STAFF BONUSES <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br /> $23,632.50 appropriation for staff bonuses at the Joint <br /> Security Complex was offered and carried over to the next <br /> meeting for consideration. <br /> <br />APPROPRIATION: $25,255 - JUVENILE DETENTION HOME INCREASE <br /> <br /> Mr. Hendrix explained that the Juvenile Detention Home is <br />owned by ten to twelve cities and counties and <br />Charlottesville has been one of the largest users. Mr. <br />Hendrix stated that in the past room shave been rented to <br />non-participating localities to generate revenues, but this <br />has not been possible since the Home has been full. Mr. <br />Hendrix stated that the appropriation is necessary because of <br />the decreasing revenues and need for one additional staff <br />person. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br /> $25,255 appropriation was offered and carried over to the <br /> next meeting for consideration. <br /> <br />RESOLUTION: PROCLAIMING COMMUNITY COLLEGE WEEK <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, <br />Council unanimously approved the resolution proclaiming <br />Community College Week. <br /> <br />WHEREAS, the mission of the Virginia Community College <br /> <br /> <br />
