71 <br /> <br /> Mr. Vandever expressed concern that the sorority has <br />grown, noting that one problem with sororities and <br />fraternities haS been overcrowding and questioned why the <br />sorority had not governed its own growth. <br /> <br /> Mr. Huja stated that the sorority is in an area where <br />the City has encouraged sororities and fraternities to <br />locate. <br /> <br /> Ms. Waters stated that she did not feel there was a <br />problem with overcrowding since the space is available and <br />the use is not incompatible with the surrounding area and <br />made a motion to approve the resolution, on the condition <br />that the meal participants not exceed 45. <br /> <br /> Mr. Toscano seconded the motion and the resolution <br />granting the special permit to expand the sorority at 123 <br />Chancellor Street was unanimously approved. <br /> <br /> WHEREAS, W. Douglas Gilpin, Jr., agent for Lambda Gamma <br />of Chi Omega House Corporation, owner of property known as <br />123 Chancellor Street, has requested a special use permit to <br />expand the existing sorority building with a one-story <br />addition in the rear; this property being further identified <br />on City Real Property Tax Map ~9 as parcel 140, having <br />approximately 73 feet of frontage on Chancellor Street, and <br />containing approximately 9,363.5 square feet of land, or .21 <br />acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on January 15, 1992, this Council finds ithat such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code, and to the <br />specific criteria for group residential uses in Section <br />34-200 of said Code; and further finds that a modification of <br />the rear yard setback is appropriate pursuant to Section <br />34-944 of the Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to Lambda Gamma of Chi Omega House Corporation to <br />expand the existing sorority building at 123 Chancellor <br />Street with a one-story sorority building at 123 Chancellor <br />Street with a one.story addition in the rear with a rear yard <br />setback of twenty (20) feet. <br /> <br /> The approval of this special use permit is conditioned <br />upon: <br /> <br /> 1) Administrative approval of the amended site plan, <br />which shall include the following: <br /> <br />(a) <br /> <br />(b) <br />(c) <br /> <br />(d) <br /> <br />(e) <br /> <br />(f) <br /> <br />Method of shielding outdoor lighting from <br />adjacent properties; <br />Method of handling roof drains; <br />Marking of space ~1 as the "compact space <br />only;" <br />Location of a replacement tree in the northwest <br />corner of the site; <br />Soil erosion/sediment control measures as may <br />be needed or required by the Zoning Inspector <br />during construction, and; <br />Data on the total number of sorority members, <br />building occupants and dining room capacities. <br /> <br /> 2) The number of people eating meals in the sorority <br />house on a regular basis shall not exceed forty-five (45). <br /> <br />RESOLUTION: INSTRUCTING STAFF TO TAKE BID SON CONSTRUCTION OF <br />WATER STREET PARKING GARAGE <br /> <br />Mr. Hendrix explained that now is the time of year <br /> <br /> <br />
