72 <br /> <br />recommended to go out to bid for the parking garage to avoid <br />having the garage under construction for two Christmas <br />seasons, adding that staff also feel the bidding climate is <br />good. Mr. Hendrix noted that 50% of the commercial space in <br />the garage has not yet been sold. <br /> <br /> Rev. Edwards stated that he had requested that Council <br />authorize that the garage be bid at this time to take <br />advantage of the bidding climate. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Hendrix <br />stated that the costs involved in going to bid include legal <br />fees and minor architectural fees, 37.2% of the commercial <br />space has been sold, which includes space proposed to be sold <br />to the Charlottesville Industrial Development Authority, and <br />the City will be responsible for commercial space at a cost <br />of $940,000 if it is not sold. <br /> <br /> Ms. Waters made a motion to authorize the staff to take <br />bids on construction of the Water Street parking garage, <br />noting that she felt it was the intention of Council to build <br />the garage when the bond had been sold. Ms. Slaughter <br />seconded the motion. <br /> <br /> Mr. Toscano restated his concern about the City <br />guaranteeing the commercial space which has not been sold and <br />concerns about the City getting deeper in debt. Mr. Toscano <br />stated that he felt it was important to have the parking <br />garage, but felt the retail space was a quasi-speculative <br />undertaking and opposed going out to bid at this time. <br /> <br /> Staff was authorized to take bids on construction of the <br />garage by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Vandever, Ms. Waters. Noes: Mr. Toscano. <br /> <br /> Ms. Waters requested that some thought be given to <br />reserving space or having a differential rate in the future <br />in the garage for persons who carpool. <br /> <br /> Ms. Slaughter stated that she felt it was important to <br />work with merchants on the Corner and downtown to advertise <br />existing parking and the availability of additional parking <br />once the garage is built. <br /> <br /> Mr. Toscano requested that staff provide information on <br />the traffic flow and on two-waying Water and Market Streets <br />and questioned whether thought should be given to having some <br />traffic cross the mall. <br /> <br />RESOLUTION: MEMBERSHIP OF URBAN DESIGN COMMITTEE <br /> <br /> Ms. Waters requested that Council amend the membership <br />of the Urban Design Committee in order to allow Council more <br />flexibility in appointing members and recommended the <br />following: seven permanent members, four members from the <br />following areas: architecture, landscape architecture, <br />preservation, art, or the development community, and three <br />citizens at-large. <br /> <br /> Mr. Toscano seconded the motion and the membership of <br />the Urban Design Committee was unanimously amended. <br /> <br />ORDINANCE: AUTHORIZING SALE OF PROPERTY ADJACENT TO 1207 GROVE <br />STREET (2nd reading) <br /> <br /> Mr. Gouldman recommended that the ordinance be amended <br />to vacate one half of the street, conditioned upon receiving <br />$950, the appraised value of the land, since the City does <br />not have clear title to the property. <br /> <br /> Ms. Waters stated that she was happy with the status <br />quo, adding that public benefit does not always mean selling <br />property. <br /> <br /> <br />
