89 <br /> <br /> Mr. Gouldman stated that the police have indicated they <br />feel the ordinance will be a useful tool. <br /> <br /> Mr. Toscano stated that he would like to know the extent <br />to which the Commonwealth's Attorney office is willing to <br />enforce the proposed ordinance, noting that the issue is <br />similar to action taken recently by Council to close Lee <br />Park. Mr. Toscano recommended that the Commonwealth's <br />Attorney provide Council with information on the office's <br />present caseload to see if they are overburdened. <br /> <br /> Mr. Vandever recommended that caseload information only <br />be requested should the Commonwealth's Attorney indicate that <br />he is unable to enforce the ordinances. <br /> <br /> It was agreed that the Mayor would communicate with the <br />the Commonwealth's Attorney prior to the second reading of <br />the ordinance. <br /> <br />ORDINANCE: GRANTING TEMPORARY EASEMENT TO VDOT FOR RIDGE STREET <br />BRIDGE CONSTRUCTION <br /> <br /> Rev. Edwards stated that he would abstain from <br />discussing the issue due to a potential conflict of interest. <br /> <br /> Mr. Hendrix explained that the Virginia Department of <br />Transportation had requested a small easement next to the <br />Fire Department on Ridge Street during the Ridge Street <br />Bridge Construction. Mr. Hendrix stated that the project is <br />currently under design and is expected to go out for bid in <br />October of 1992. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE AUTHORIZING THE CONVEYANCE <br />OF A TEMPORARY CONSTRUCTION EASEMENT TO VDOT FOR THE RIDGE <br />STREET BRIDGE CONSTRUCTION" was offered and carried over to <br />the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Waters stated that at the.recent Planning and <br />Coordinating Council (PACC) meeting, she had indicated that <br />the City was not interested in an arena continuing to be a <br />part of the West Main Street study. Ms. Waters stated that <br />President Casteen had stated that the University was not <br />interested in imposing anything on the City that was not <br />wanted and had noted that the University owns ample land to <br />the west of the University which could be used if West Main <br />is not suitable. Ms. Waters stated that the delay in the <br />study was posing a problem to the University because of the <br />pressure on them to provide for additional students. Ms. <br />Waters stated that the University needs to know if the City <br />is genuinely interested in pursuing options for West Main <br />Street and in the following particular areas: what will the <br />City do on West Main Street to provide energy and attraction; <br />will the City help with land acquisition; what can be done <br />about the train station; what can the City do to address the <br />issues of crime and safety in the area) and what can be done <br />to deal with traffic, transportation and parking in the area? <br />Ms. Waters stated that she personally felt that the City <br />needed to pursue the issue with all possible haste and <br />recommended that a few people involved in the study meet with <br />representatives from the University to identify any potential <br />"deal breakers." Ms. Waters recommended that all available <br />information on the West Main Street corridor be consolidated <br />and additional studies be initiated if necessary. <br /> <br /> Mr. Toscano stated that the West Main Street Steering <br />Committee has moved up the completion date and has put <br /> <br /> <br />
