104 <br /> <br /> WHEREAS, regional coordination of:'eConomic: development <br />will benefit each participating locality through the sharing <br />of the region's strengths and available resources; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of <br />the City of Charlo'ttesville, Virginia does endorse <br />application to the Center on Rural Development for a <br />Strategic Planning Partnership Grant to assist in the <br />coordination of the region's economic development needs. <br /> <br />RESOLUTION:. APPROVING SETTLEMENT OF SALT STORAGE FACILITY DISPUTE <br /> <br /> Mr. Gouldman stated that the City had filed a lawsuit <br />after the salt storage facilitY had been completed and there <br />was a discrepancy in the amount of salt which could be <br />stored. Mr. Goutdman recommended that Council approve the <br />settlement which would require the seller to pay two thirds <br />of the cost of expanding the facility. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />resolution approving settlement of the salt storage facility <br />dispute was Unanimously approved by Council. <br /> <br />ORDINANCE: CLOSING A PORTION OF LAND'ROAD (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING <br />AND DISCONTINUING LAND ROAD, AND THE ADJACENT ALLEY, AND PARK <br />PLACE AND AN ADJACENT ALLEY," which was offered at the March <br />2nd m~eting, was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter,~ Mr. Toscano, Mr,.Vandever, Ms. <br />Waters. Noes: None. <br /> <br />ORDINANCE: OPEN CONTAINER ORDINANCE (2nd reading) <br /> <br /> Mr. Toscano noted that the Commonwealth's Attorney had <br />indicated by letter that he did not have sufficient staff to <br />enforce the proposed ordinance. Mr. Toscano stated that it <br />is a a difficult process to prove alcohol possession. <br /> <br /> Ms. Waters questioned whether the police would support <br />the ordinance given the difficulty of the cases and Mr. <br />Hendrix stated that he thought the police felt the ordinance <br />would be an important tool. <br /> <br /> Ms. Slaughter recommended that staff talk to officials <br />in Alexandria about their experiences with a similar <br />ordinance. <br /> <br /> The ordinance entitled "AN ORDINANCE ADDING A NEW <br />SECTION NUMBERED 17-37 TO THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990~ AS AMENDED, RELATING TO POSSESSION OF <br />OPEN CONTAINERS OF ALCOHOLIC BEVERAGES IN PUBLIC PLACES," <br />which was offered at the March 2nd meeting, was approved by <br />the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br />ORDINANCE: GRANTING TEMPORARY EASEMENT TO VDOT FOR RIDGE STREET <br />BRIDGE CONSTRUCTION (2nd reading) <br /> <br /> Rev. Edwards stated that he would abstain due to a <br />potential conflict of interest. <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF A TEMPORARY CONSTRUCTION EASEMENT TO VDOT FOR <br />THE RIDGE STREET BRIDGE CONSTRUCTION," which was offered at <br />the March 2nd meeting, was approved by the following vote. <br />Ayes: Ms..Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. <br />Noes: None. Abstaining: Rev.
