103 <br /> <br />Charlottesville created a new R-lA residential zoning <br />district, and rezoned a substantial number of properties in <br />the City to that classification; and <br /> <br /> WHEREAS, it now appears that certain properties may have <br />been inadvertently or mistakenly omitted from the group of <br />properties which were rezoned to R-lA; and <br /> <br /> WHEREAS, the public necessity, convenience, general <br />welfare and good zoning practice require the City Council to <br />consider a change in the land use and zoning classification <br />of certain parcels on Highland Avenue, identified on City <br />Real Estate Tax Map 21 as Parcels 116, 117, 118, 119, 120, <br />121, 126, 127t 128, 129, 130, 131 and the northern portion of <br />131.1 from R-2 Residential to R-lA Residential; and <br /> <br /> WHEREAS, the properties immediately to the north and to <br />the south of the aforementioned properties are already zoned <br />R-lA; and <br /> <br /> WHEREAS, reclassification of the subject properties will <br />further the objectives of the R-lA Residential District of <br />protecting against overcrowding of land and undue density of <br />population, promoting convenience of access and reducing or <br />preventing congestion in the public streets, and facilitating <br />the creation of a convenient, attractive and harmonious <br />community; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Charlottesville that the Planning Commission is <br />hereby requested to consider, after proper notice and a joint <br />public hearing, an amendment to the Land Use Plan of the <br />Comprehensive Plan for those properties on Highland Avenue, <br />identified on City Real Estate Tax. Map 21 as Parcels 116, <br />117, 118, 119, 120, 121, 126, 127, 128, 129, 130, 131 and the <br />northern portion of 131.1, from Two Family Residential to One <br />Family Residential, and a proposed rezoning of those <br />properties from R-2 Residential to R-lA Residential, and to <br />make recommendations to City Council. <br /> <br />RESOLUTION: TEMPORARY EXTENSION OF ADELPHIA CABLE FRANCHISE <br /> <br /> Mr. Gouldman stated that the cable franchise extension <br />was necessary to allow time for negotiation. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />resolution granting a temporary extension of the Adelphia <br />Cable Franchise was unanimously approved by Council. <br /> <br />RESOLUTION: REGIONAL ECONOMIC DEVELOPMENT PLANNING <br /> <br /> Mr. Hendrix stated that discussions have taken place <br />in the Planning District about regional economic development <br />planning and this resolution would authorize the application <br />for grant funds which would.be used for this purpose.. <br /> <br /> Ms. Waters made a motion to approve the resolution, <br />and recommended that the economic conversion study be taken <br />into account by the Planning District. Mr. Vandever seconded <br />the motion and the resolution regarding regional economic <br />development planning was unanimously approved by Council. <br /> <br /> WHEREAS, economic development plays an important role in <br />the vitality of the region; and <br /> <br /> WHEREAS, the City of Charlottesville and each other <br />jurisdiction in the Thomas Jefferson Planning District has <br />specific economic development needs and wishes; and <br /> <br /> WHEREAS, the region would benefit from an economic <br />development vision that embraces the specific needs and <br />wishes of each participating locality; and <br /> <br /> <br />
