.115 <br /> <br />made about the future use of the former McIntire Library <br />building. <br /> <br /> Ms. Meg Edmondson, supported funding for the Shelter <br />for Help in Emergency (SHE). <br /> <br /> Ms. Rebecca Lewis of 342 Bennington Road, requested <br />additional funding for a clerical position for SHE, adding <br />that the County funding was contingent on City funds and the <br />Shelter has experienced more than a 10% increase in clients. <br /> <br /> Ms. Sue Herndon of 2422 Jefferson Park Avenue, stated <br />that SHE had previously provided her with a safe haven and <br />with help to change her life and supported additional <br />funding. <br /> <br /> Ms. Kirsten Logwood, a SHE volunteer, supported <br />additional funding for SHE. <br /> <br /> Ms. Ginnie Decker of 106 Cannon Place, President of the <br />League of Women Voters, made the following comments on behalf <br />of the League: the budget procedure should be examined; <br />there should be early and ongoing communication between the <br />Council and the School Board; full funding of the Schools was <br />supported; the trash fee was supported as an incentive to <br />reduce waste; a recreation fee study was endorsed; and <br />funding for Social Services, SHE, and SARA was supported. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter stated that while she did not think the <br />Council could tell the school to support the CAP program, she <br />would like to write and indicate Council's support for school <br />funding for the program. <br /> <br /> Ms. Waters stated that she would like a more specific <br />proposal from SARA on the CAP program before she would <br />recommend that it become part of the school budget. <br /> <br /> Ms. Slaughter expressed concern that Council spends a <br />great deal of time on small budget requests rather than <br />looking deeply and evaluating larger City programs. <br /> <br /> Mr. Toscano requested more information about the capital <br />improvement project at the Joint Security Complex. <br /> <br /> Ms. Peacock stated that the State can no long guarantee <br />that their share of the project will be reimbursed which <br />would increase the City's share by $125,000. <br /> <br /> Mr. Hendrix recommended that the issue be discussed <br />further with the Albemarle County Board of Supervisors. <br /> <br /> Rev. Edwards stated that he would not favor spending the <br />funds on the Jail if the State did not agree to reimburse the <br />City. <br /> <br />ORDINANCE: ANNUAL APPROPRIATION. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />ordinance entitled "RESOLUTION ADOPTING THE BUDGET FOR THE <br />CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1, <br />1992, AND ENDING JUNE 30, 1993 AND PROVIDING FOR THE ANNUAL <br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR" was offered and <br />carried over to the next meeting for consideration. <br /> <br />PRESENTATION: FORMER MCINTIRE LIBRARY BUILDING STUDY COMMITTEE <br /> <br /> Ms. Rosalyn Berne, Chair of the McIntire Library <br />Building Study Committee, stated that the Committee felt that <br />an organization using the building should be financially able <br />in the long run to renovate and maintain the building.
