Edwards presented a proclamation proclaiming Boys <br /> and Girls Club Week. <br /> <br />PUBLIC HEARING: ANNUAL TAX LEVY <br /> <br /> The public hearing was opened but as there were no <br />speakers, the public hearing was closed. <br /> <br />ORDINANCE: ANNUAL TAX LEVY <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF <br />INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF <br />THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC <br />PURPOSES" was offered and carried over to the next meeting <br />for consideration. <br /> <br /> Ms. Waters noted that the tax rate is proposed to remain <br />the same. <br /> <br />PUBLIC HEARING: PROPOSED FY 92-93 BUDGET <br /> <br /> Ms. Linda Peacock, Budget Administrator, reviewed the <br />changes to the budget as discussed by the Council at budget <br />work sessions. <br /> <br />The public hearing was opened. <br /> <br /> Ms. Barbara Ashburn, President of the Board of Directors <br />of the Sexual Assault Resource Agency (SARA), stated that <br />SARA has seen a dramatic increase in service requests and was <br />requesting an additional $18,650, but was withdrawing the <br />request to fund the CAP program as they hoped the School <br />Board would fund this program. <br /> <br /> Ms. Pat Cheeks of Oxford Road, a SARA volunteer, <br />consultant and board member, requested additional funds to <br />improve services. Ms. Cheeks also supported maintaining the <br />counselor position at Venable School. <br /> <br /> Ms, Debby Cooke, a SARA volunteer and board member, <br />supported additional funding for SARA and agreed that the CAP <br />program should be funded by the school system. <br /> <br /> Mr. Adam Spence of 923 Cherry Avenue and a University of <br />Virginia student and Student Council representative, stated <br />that he recognized the importance of SARA for the University <br />and community and noted that the City funding for SARA is <br />less than half of that provided by the University. <br /> <br /> Ms. T. Gail Davis, President of the Charlottesville <br />Business and Professional Woman's Association, stated that <br />the Association has supported SARA and asked the City to be a <br />partner in providing additional fund for SARA. <br /> <br /> Ms. Donna Thomas of Garden Court stated that members of <br />her family have been sexual assault victims and she felt the <br />CAP program would help children deal with this problem. <br /> <br /> Ms. Milbrey Raney read a statement from Ms. Dale Knight <br />stating that she felt the CAP program was needed by parents, <br />teachers and students. · <br /> <br /> Ms. Betty Wheelock, a SARA Board Member, requested <br />additional funding for SARA. <br /> <br />Ms. Collette Hall questioned what decision was to be <br /> <br /> <br />
