TO MIDWAY <br />DEVELOPMENT CORPORATION (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />CONVEYANCE OF PROPERTY LOCATED AT 315 NINTH STREET, S.W. TO <br />THE MIDWAY HOUSING DEVELOPMENT CORPORATION," which was <br />offered at the March 16th meeting, was approved by the <br />following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br />ORDINANCE: CONVEYING PROPERTY AT CORNER OF AVON AND ELLIOTT TO <br />HABITAT FOR HUMANITY <br /> <br /> Mr. Toscano questioned whether VHDA would accept the <br />terms for the second deed of trust for the property, but Mr. <br />Gouldman replied that the intent was to keep the property <br />affordable and to capture the equity in the second deed of <br />trust and he did not think this provision would be a problem <br />for VHDA financing. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AUTHORIZE THE <br />CONVEYANCE OF PROPERTY LOCATED AT THE INTERSECTION OF AVON <br />AND ELLIOTT AVENUE TO THE CHARLOTTESVILLE HABITAT FOR <br />HUMANITY, INC.," which was offered at the March 16th meeting, <br />was approved by the following vote. Noes: <br />None. <br /> <br />ORDINANCE: REZONING 1506 VIRGINIA AVENUE FROM R-2 TO R-3 <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />denial of the rezoning request and the special permit request <br />for the following reasons: 1) There is presently <br />insufficient agreement between the applicant and the <br />neighborhood association on certain items such as parking and <br />the level of improvement; 2) The request does not include an <br />adequate parking plan in terms of location and design; 3) The <br />request does not include sufficient information on proposed <br />plans for development of the site and building; and 4) The <br />request does not demonstrate a sufficient public benefit. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the ordinance rezonin? 1506 Virginia Avenue from R-2 to R-3 <br />was unanimously denied. <br /> <br /> Ms. Waters expressed some concern about voting to deny <br />if the Comprehensive Plan calls for R-3 zoning, but Mr. Huja <br />replied that the Planning Commission did not feel the plan <br />met the intent of the Comprehensive Plan and other proposals <br />for the property might be approved. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR INCREASED DENSITY AT 1506 <br />VIRGINIA AVENUE <br /> <br /> Mr. Gouldman stated that the resolution could not be <br />granted since the rezoning of the property had been denied. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Hendrix explained that there was currently $19,000 <br />in the proposed budget which was outstanding and this amount <br />could be taken from other budget line items to offset the <br />amount if Council desired. <br /> <br /> <br />
