Ms. Waters stated that she felt underlying
policies and issues needed to be looked into and the country
should rededicate itself to address the issues of poverty and
racism.

Rev. Edwards stated that area ministers are meeting to
schedule a community worship service on the issue.

Mr. Gouldman stated that a majority of judges have
signed a court order to allow employees in inspections and
public works to issue summons for code violations.

mee ing s adjourned.

President C~k

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE COUNCIL WILL' BE HELD ON Wednesday,
May 13, 1992 AT 12:00 noon IN THE Basement Conference Room.

THE PROPOSED AGENDA IS AS FOLLOWS:

Luncheon meeting with School Board

BY ORDER OF THE MAYOR BY Jeanne Cox (signed)

BASEMENT CONFERENCE ROOM - May 13, 1992

Council met in special session on this date with the
following members present: Rev. Edwards, Ms. Slaughter, Mr.
Toscano, Ms. Waters. Absent: Mr. Vandever.

Mr. Rauzelle Smith, Chairman of the School Board, asked
Dro McGeehan to prepare a handout so the Board could see the
current budget process and he asked the Board for changes
and/or recommendations.

Mr. Bill Atwood, School Board Member, stated that public
schools are not parent friendly and suggested that a large
group of the community could get together in the form of a
school town meeting to discuss their concerns and to solicit
input from parents as a first step in the school's budget
process.

Ms. Slaughter suggested that since the School Board has
its annual retreat in the fall a school town meeting in
September may be a beginning in starting the budget process.

Mr. Pezzoli stated that in years past the School Board
had explicitly sought input from the public but the public
hearings became too official and the public was reluctant to
give any input. They found that in order to generate input
the issue had to be in the proposal stage of development so
that they could actually see what they were working with.

Mr. Smith stated that a survey was being circulated and
that the data received could be included in the budget
process.

Ms. Slaughter stated that the survey may be a basis for
discussion of issues prior to the retreat. Ms. Slaughter
also stated that radio call-ins provided a quicker vehicle
for input.

Mr. Toscano stated that the issue of soliciting public
input could be done by 1) something similar to City Notes,
and 2) under the new cable franchise a new channel will be
reserved for the educational process.
