Mr. Toscano stated that he is <br />prepared to vote for the exemption, but not without qualms <br />and felt Council must be prepared to deal with future <br />similar requests. <br /> <br /> Ms. Slaughter stated that she felt volunteer fire and <br />rescue personnel are different than other volunteers in that <br />they must use their personal vehicles and are put in personal <br />danger. <br /> <br /> Mr. Hendrix stated that the County set the exemption at <br />$4~500 without any real rationale except that it was roughly <br />50% of the average vehicle value. Mr. Hendrix explained that <br />the City's Fire Chief has requested that the requirements for <br />the exemption be more stringent than the County requirements, <br />with certification as a firefighter I required and that the <br />100 hours of active participation per year be in the form of <br />training or station duty. <br /> <br /> Responding to a question from Mr. Vandever, Mr. Hendrix <br />stated that the City provides $5,900 to the Volunteer Fire <br />Company for their annual convention by previous agreement <br />that the funds would be provided if the Fire Company did not <br />conduct fund raisers. <br /> <br /> Ms. Waters made a motion to amend the ordinance to <br />include the requirements for volunteer fire personnel as <br />recommended by the Fire Chief. Mr. Vandever seconded the <br />motion and the ordinance was unanimously amended. <br /> <br /> The ordinance entitled "AN ORDINANCE TO ADD A NEW <br />SECTION NUMBERED 30-39 TO THE TAXATION CHAPTER OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, GRANTING A TAX <br />EXEMPTION ON PERSONAL PROPERTY OWNED BY VOLUNTEER FIRE AND <br />RESCUE PERSONNEL," which was offered at the May 4th meeting, <br />as amended~ was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None° <br /> <br />APPROPRIATION: <br /> <br />SUMMER USE LOAN TO MACAA <br /> <br /> Mr. Hendrix stated that the Monticello Area Community <br />Action Agency (MACAA) has requested that the City provide a <br />~30,000 loan for its summer program, to be repaid by November <br />1, 1992, since the funds are not paid to MACAA by the Job <br />Training Partnership Act until after the completion of the <br />program. <br /> <br /> Ms. Waters made a motion to approve the loan and <br /> requested that a representative from MACAA attend the next <br /> meeting to discuss the summer program. Ms. Slaughter <br /> seconded the motion and the appropriation was carried over to <br /> the next meeting for consideration. <br /> <br />ORDINANCE: SOLID WASTE STICKER FEE <br /> <br /> Mr. Hendrix explained that the ordinance would reduce <br />the sticker fee to 80 cents for a 32 gallon container and 40 <br />cents for a 16 gallon container and would change the dumpster <br />fees accordingly. <br /> <br /> Ms. Waters made a motion to approve the ordinance and <br />Ms. Slaughter seconded the motion. <br /> <br /> Ms. Slaughter stated that she favored leaving the <br />dumpster fee at its current rate and lowering the curbside <br />sticker fee to 75 cents in order to make the~system as easy <br />as possible for individual residences. Ms. Slaughter noted <br />that the current dumpster fee is below the market rate. <br /> <br /> Mr° Toscano stated that the rationale in setting the <br />rates had been to keep the same percentage of the cost for <br />both dumpster and curbside collection.
