139 <br /> <br />stated that the City has basically been subsidizing the <br />service since it will cost more for the private sector to <br />provide the service, <br /> <br /> Rev. Edwards stated that it appears that the ordinance <br />would have a greater impact on poor people. <br /> <br /> Mr. Gene German, Director of Parks and Recreation, <br />stated that there are approximately three to five indigent <br />burials per year for which the Department of Social Services <br />pays funeral homes $800, $300 of which Ks returned to Parks <br />and Recreation to open and close the graves. Mr. German <br />stated that Parks and Recreation will continue to provide <br />the service for indigent burials at no charge. <br /> <br /> It was agreed that~the funeral directors would be <br />provided an opportunity to make a statement at the second <br />reading of the ordinance. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, an <br />ordinance entitled "AN ORDINANCE AMENDING SECTIONS 7-4 AND <br />7-5 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, RELATED TO THE OPENING OF GRAVES" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: UTILITY LINE FEES <br /> <br /> Mr. Hendrix stated that an ordinance previously approved <br />by Council had shifted the burden of cost for installing <br />utility lines from a 50/50 share between developer and the <br />City, to 100% cost to the developer, but the subdivision <br />ordinance had not been amended to agree with this change and <br />two developments had been approved prior to the change and <br />this ordinance would grandfather the two developments to <br />allow the funding to remain at 50/50. <br /> <br /> Mr. Brown explained that the ordinance would allow two <br />subdivision which had either received preliminary or final <br />approval priOr to March 4, 1991 to proceed under the old <br />ordinance. <br /> <br /> Responding to a question from Rev. Edwards, Mr. Brown <br />stated that the two subdivision affected were Arden Close and <br />Phase I of Locust Meadows. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 31-114 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, RELATED TO INSTALLATION COSTS OF WATER AND <br />SEWER LINE EXTENSIONS IN SUBDIVISIONS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Darden Towe, 607 Davis Avenue, thanked the Mayor <br />for sending invitations to the June 6th meeting in Tonsler <br />Park, stated that he hoped there would be opportunity for <br />public input on the Carver nutrition program and McIntire <br />library building issues, and requested that Council recognize <br />the Charlottesville High School basketball team as well as <br />others. <br /> <br /> Mr. Toscano stated that he has been working with the <br />Superintendent of Schools to identify students to be <br />recognized by Council. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards announced that a community forum will be <br />held on May 30 in response to recent events in Los Angeles <br />and invited all ~citizens to attend to discuss what can be <br />done to bridge the gap between races. <br /> <br /> <br />
