Noes: <br />None. <br /> <br />ORDINANCE: UTILITY LINE FEES (2nd reading) <br /> <br /> Mr. Toscano stated that he would abstain from vOting on <br />the ordinance .due to the possibility of a perceived conflict <br />of interest. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REORDAINING SECTION 31-114 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATED TO INSTALLATION <br />COSTS OF WATER AND SEWER LINE EXTENSIONS IN SUBDIVISIONS," <br />which was offered at the May 18th meeting, was approved by <br />the following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Vandever, Ms. Waters. Noes: None. Abstaining: Mr. <br />Toscano. <br /> <br />ORDINANCE: ZONING ORDINANCE RE: BOARD OF ZONING APPEALS <br /> <br /> Mr. Gouldman stated that the ordinance change would <br />reflect the actual practice of actual applications for <br />variances being made directly to the Board of Zoning Appeals. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 34-100 OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br />APPEALS TO THE BOARD OF ZONING APPEALS" was offered and <br />carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Jim Camblos of Watson Avenue, stated that he felt <br />that the City Council would remain a democratic majority for <br />the foreseeable future and felt it was important for Council <br />to see that there is a balance on boards and commissions, <br />especially ones as important as the School Board and Planning <br />Commission. <br /> <br /> Mr. Toscano stated that he felt the present Council has <br />been committed to making government accessible to all <br />citizens. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council voted to meet in executive session to consider the <br />acquisition or use of real property for public purpose, or <br />the disposition of publicly held property, as authorized by <br />Section 2.1-344(a) (3) of the Virginia Freedom of Information <br />Act, more specifically described as the Omni Hotel, with Mr. <br />Vandever voting against the motion. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />Council Unanimously certified that, to the best of each <br /> <br /> <br />
