150 <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, <br />Council unanimously approved the resolution authorizing the <br />replacement housing proposal as explained by Mr. Hendrix. <br /> <br /> Ms. Slaughter questioned how the exterior of rebuilt <br />homes would be reviewed to assure that they fit in with the <br />character of the surrounding neighborhood and Mr. Huja <br />replied that such review would be made part of the contract <br />with CHIP. <br /> <br />APPROPRIATION: BOND FOR CITY ATTORNEY FOR SALE OF PROPERTY <br /> <br /> Mr. Hendrix explained that the bond would authorize a <br />bond to be posted with the Clerk of the Court for the <br />Assistant City Attorney to sell delinquent real estate tax <br />property in the City. <br /> <br /> Rev. Edwards asked why there was a difference in the <br />length of time the properties had been tax delinquent and Mr. <br />Gouldman replied that the requests to sell the property were <br />made by the Treasurer and properties were eligible to be sold <br />after they had been tax delinquent for three years, but did <br />require significant public notice prior to the sale. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />appropriation authorizing a ~15,000 bond the the Assistant <br />City Attorney was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION: SUMMER USE LOAN TO MACAA (2nd.reading) <br /> <br /> Ms. Mary Bell from the Monticello Area Community Action <br />agency (MACAA) explained that the Summer Youth Program, which <br />will offer 55 positions this year, has three major goals: <br />providing a meaningful work experience; maintaining the <br />youth's academic level~ and helping youth understand the <br />importance of staying in school. Ms. Bell stated that <br />federal funds for the program have been cut substantially. <br /> <br /> The appropriation of $30,000 as a loan to MACAA for <br />their Summer Youth Program which was offered at the May 18th <br />meeting was approved by the following vote. Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $30,000 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as a loan to the Monticello Area Community Action Agency <br />(MACAA), as start-up funds for the Summer Youth Employment <br />and Training Program. This loan is conditioned upon MACAA's <br />promise to repay the advance in its entirety on or before <br />November 1, 1992, whether such repayment is effected from <br />funds received from the MACAA contract with the Piedmont Job <br />Training Administration or from some other source. Before <br />the actual advance is made by the City, MACAA shall properly <br />execute an appropriate note evidencing its indebtedness to <br />the City in a form approved by the City Attorney and <br />substantially like the attached sample. <br /> <br />ORDINANCE: SOLID WASTE STICKER FEE (2nd reading) <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />reducing the fees for curbside pickup to 75 cents per bag <br />would reduce the buffer to $34,000 and not reducing the <br />dumpster fee would provide a $72,000 buffer. Ms. Peacock <br />noted that requiring the dumpster users to pay a larger <br />percentage of the cost in the fee would go against the <br />agreement previously reached with the apartment managers. <br /> <br /> Ms. Slaughter stated that she woul'd vote against the <br />ordinance, not because she opposed the sticker system, but <br />because she wanted the fees changed. <br /> <br /> <br />
