148 <br /> <br />community and supported Ms. Waters'original motion, with the <br />stipulation that the exterior be improved with the funds. <br /> <br />APPROPRIATION: PARAMOUNT THEATER (2nd reading) <br /> <br /> Ms. Waters made a substitute motion to appropriate <br />$35,700 for the paramount to renovate the exterior as <br />recommended by staff. Ms. Waters added that she has been <br />impressed!with the number of people involved in the <br />project and would like the City to become a partner. Mr. <br />Vandever seconded the motion. <br /> <br /> Ms. Waters stated that she would not favor a <br />preservation easement for ~the building as she felt it was <br />already protected by being within the historic district. <br /> <br /> Mr. Toscano stated~that the preservation easement would <br />limit the opportunity to sell the property if the project <br />fails. Mr. Toscano made a motion to amend the appropriation <br />to require that the funds be returned to the City if the <br />property is sold. <br /> <br /> Mr. Anderson stated that a lien on the property would <br />limit the fund raising activities. ~ <br /> <br /> Mr. Gouldman stated that a separate contract could be <br />drawn up which would require the repayment of the funds <br />should the property be sold. <br /> <br /> Ms. Slaughter seconded Mr. Toscano's amendment and it <br />was approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano. Noes: Mr. vandever and Ms. Waters. <br /> <br /> The $35,700 appropriation to the Paramount Theater <br />Group, as amended, was approved by the following vote. Ayes: <br />Rev. Noes: <br />Mr. Vandever. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the City Manager is hereby <br />authorized to withdraw $35,700 from the special historic <br />preservation bank account established in favor of the City in <br />March of 1990, and to deposit said amount in the General <br />Fund. <br /> <br /> BE IT FURTHER RESOLVED that the aforesaid sum is hereby <br />appropriated from the General Fund to be paid to Paramount <br />Theater and Cultural Group, Inc. and used exclusively for the <br />renovation of the Paramount Theater on the downtown mall. <br />Such donation is conditioned upon the Paramount Theater and <br />Cultural Group signing a contract, approved by the City <br />Attorney and in substantially the same form as attached <br />hereto, agreeing to return the $35,700 in the event the <br />Paramount property is sold. <br /> <br />APPROPRIATION: $47,011.77 - SUMMER LUNCH PROGRAM (2nd reading) <br /> <br /> The $47,011.77 appropriation for the Summer Lunch <br />Program which was offered at the May 18th meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> WHEREAS, the U. S. Department of Agriculture (USDA) has <br />established the Summer Food Service Program to bring about an <br />increased awareness of the Critical importance of proper <br />nutrition fore. children ~di~ belief that sCh-~ot vacation <br />should not end the availability of nutritious meals for many <br />children~ and ~ <br /> <br /> WHEREAS, the City of Charlottesville shares the same <br />concerns as USDA; now, therefore, <br /> <br /> <br />
