Ayes: Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. <br />Waters. Noes: None. <br /> <br />ORDINANCE: AUTHORIZING QUITCLAIM FOR PROPERTY ON CORNER OF <br />BAINBRIDGE STREET AND CARLTON AVENUE TO INDEPENDENCE RESOURCE <br />CENTER <br /> <br /> Mr. Vandever stated that he would abstain from <br />discussing the matter dUe to a conflict of interest. <br /> <br /> Mr. Gouldman explained that in 1988 as a condition of <br />making a monetary grant to the Independence Resource Center <br />to be used in purchasing and constructing a handicapped <br />accessible apartment on the Corner of Bainbridge and Carlton <br />Avenue, the Council required that the deed contain a reverter <br />clause which would revert the property to the City if <br />construction was not begun before November 1, 1989. Mr. <br />Gouldman stated that due to a delay in obtaining additional <br />funding the construction deadline was missed. Mr. Gouldman <br />stated that the Independence Resource Center was requesting <br />that the Council waive and release any property rights it <br />acquired by reason of the reverter clause to allow them to <br />move forward with the project. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />ordinance entitled "WAIVER OF REVERTER CLAUSE FOR <br />INDEPENDENCE RESOURCE RESOURCE CENTER," was offered and <br />carried over to the next meeting for consideration. <br /> <br /> Mr, Herman Key, representing the Independence Resource <br />Center, stated that construction financing should be secured <br />by late summer or fall for the seven unit apartment building. <br /> <br />ORDINANCE: SOLID WASTE ORDINANCE <br /> <br /> Mr. Gouldman reviewed the ordinance which would clarify <br /> language, include fees for non-compliance and add various <br /> restrictions. Mr. Gouldman noted that many suggestions made <br /> by the Blue Ridge Apartment Council were incorporated in the <br /> ordinance. <br /> <br /> Ms. Slaughter stated that she felt the tenant should <br />initially be held responsible for non-compliance and :only if <br />that fails should the property owner be held responsible. <br /> <br /> Ms. Slaughter stated that she felt it would be good to <br />have a small committee which would meet over the summer and <br />could help inform students when they return in the late <br />summer. ~ <br /> <br /> <br />
