164 <br /> <br /> Mr. Toscano suggested that Charlottesville-Albemarle <br />Recycle Together (CART) be asked to help inform the public of <br />the new trash sticker system. <br /> <br /> Responding to a question 'from Mr. Toscano, Mr. Gouldman <br />stated that fees for special contractual services would <br />include things such as more frequent dumpster service and <br />other infrequent personalized services. <br /> <br /> Mr. Toscano questioned whether there had been any change <br />in where the recyclables go and stressed that it is a <br />violation of the law for persons to remove aluminum from the <br />recycling bins. Mr. Toscano stated that he understood that <br />the team of City employees who have been dealing with the <br />sticker system will continue to meet on an ongoing basis and <br />stressed the need to develop a strategy to deal with yard <br />waste as soon as possible. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />education efforts for the new system are underway, but added <br />that finding an alternative for yard waste will probably take <br />a year. ~ <br /> <br /> Ms. Slaughter questioned whether staff have investigated <br />how other communities deal with yard waste. <br /> <br /> Ms. Waters recommended soliciting help from the League <br />of Women Voters in educating the public. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />ordinance entitled "AN ORDINANCE ~ENDING AND REORDAINING <br />SECTION 17-30 OF CHAPTER 17, AND SECTIONS 26-27, 26-30, <br />26-31, 26-40, 26-41, 26-61, 26-66, 26-68, 26-70 OF CHAPTER <br />26, AND ADDING NEW SECTIONS NUMBER 26-71 AND 26-72 TO CHAPTER <br />26, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, RELATING TO THE COLLECTION OF SOLID WASTE" was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Mr. Tom Hill of Rugby Road, questioned whether bonds for <br />utility line financing have been approved and Mr. Toscano <br />replied that the rates set in the utility ordinance <br />anticipate the bond issuance, but they haVe not been formally <br />approved. <br /> <br /> Mr. Hill expressed concern that the utility fund lost <br />$800,000 in the previous year and he encouraged Council to be <br />more circumspect before the City's debt level is increased. <br /> <br /> Ms. Slaughter stated that she felt it would be better <br />for Council to discuss the utility issue over a longer period <br />of time in the future. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that the Tonsler Park meeting had <br />been a success. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters and acquisition, disposition, or <br />use of public property, more specifically described as the <br />CSX property, as exempted by Section 2.1-344 (a)(1) and (3) <br />of the Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Slaughter, seconded by Ms. Waters, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br /> <br /> <br />
