169 <br /> <br />Foundation is unable to acquire necessary funds for the <br />proposed improvements are there proposed restrictions on the <br />use of the property for any other purpose. <br /> <br /> Mr. Michael Osteen, #9 Gildersleeve Wood, stated that <br />he supported the group home but felt that the issues which <br />have been raised are valid and advocated only constructing <br />the group home on the two lots to reduce the density and <br />selling both lots for the price of one. <br /> <br /> Mr. Doug Chambers of Highland Avenue, supported the <br />project and felt that the community should look forward, not <br />just to the past. Mr. Chambers added that the group home <br />would cost less than serving people in the hospital. <br /> <br /> Mr. Allen Delong, 795 Old Garth Road, supported the <br />group home, noting that the funding would not be available at <br />a later date. <br /> <br /> Mr. Randy Head, 1211 King Street, stated that he felt <br />the benefits of the group home outweigh the problems such as <br />traffic'concerns which could be addressed by the special use <br />permit process in a timely manner. <br /> <br /> Ms. Jane Cornelius, 1211 King Street, expressed support <br />for the group home. <br /> <br /> Ms. Susan Boes, 100 Robertson Lane, supported the group <br />home and felt that opposition is due to fear of the disease. <br /> <br /> Mr. Gordan Hahn, 208 Shamrock Road, stated that he is a <br />health care professional and has no fear of AIDS but feels <br />that the main concern is traffic and that development of a <br />park on the property would be a better use of the land. <br /> <br /> Ms. Linda Arching of Mulberry Avenue, stated that she <br />supported providing housing for persons with AIDS but nOt in <br />this location since she did~not feel the neighborhood could <br />take more construction. <br /> <br /> Mr. Mark Herzog, 2317 Highland Avenue, spoke in support <br />of the group home. <br /> <br /> Mro Ron Martin, 701 Shamrock Road, expressed concern <br />about traffic problems in the neighborhood and stated that <br />during football games the streets are completely blocked. <br />Mro Martin also expressed concern about the impact of the <br />group home on property values and did not feel that the <br />facility would be adequate to meet the need. <br /> <br /> Ms. Florence Steele, Moseley Drive, exPressed support <br />for the group home. <br /> <br /> Ms. Shirley Talbot stated that she is a nurse and is not <br />afraid of AIDS but is concerned about the neighborhood and <br />what will happen to the group home occupants when they get <br />really sick. <br /> <br /> Ms. Suzanne Paola, 400 Robertson Avenue, expressed total <br />support for the group home. <br /> <br /> Mr. Herman Key, 420 7 1/2 Street, stated that he <br />supported the group home, felt that people were being <br />exclusive in their opposition, and felt the issue Was one of <br />human compassion. <br /> <br /> Mr. Perry Roland, 104 Thomas Drive, expressed concern <br />about the traffic and the process and felt that a study <br />should be made and consideration should be given to the City <br />developing a bigger facility using City funds. <br /> <br /> Ms. Pat Arnold, 115 David Terrace, stated that her house <br />is just below the property in question and was concerned that <br /> <br /> <br />
