174 COUNCIL CHAMBER - July 6, 1992 Council met in regular session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Mr. Vandever welcomed Ms. Daugherty to Council. Mr~Vandever congratulated Mr. Gary O'Connell, Deputy City Mahager, for receiving the Outstanding Assistant City Manager award from the Virginia Local Government Management Association at its annual meeting. MINUTES On motion by Ms. Slaughter, seconded by Mr. Toscano, the minutes of the June 10th (12:40 p.m.) meeting were approved as presented, with Ms. Daugherty abstaining. On motion by Mr. Toscano, seconded by Ms. SlaUghter, the minutes of the June 10th (7:30 p.m.) meeting were approved as presented~ with Ms. Daugherty abstaining. On motion by Ms. Slaughter, seconded by Rev. Edwards, the minutes of the June 15th meeting were approved as corrected, with Ms. Daugherty abstaining. PUBLIC Mr. Gee Smith, 1336 Hilltop Road, on behalf of:Citizens for Construction Change, formally reqUested that the City solicit bids to privatize trash collection. Mr. Smith stated that the group will assist the City in any way possible. Mr. Vandever thanked Mr. Smith and the group for their interest and efforts and stated that Council will look into the matter further. Mr. Toscano questioned whether the study quoted by the Citizens for Construction change was generated by an association funded by private trash haulers and Mr. Smith said he did not know. Mr. Toscano stated that he felt privatizing trash collection would be a major change for the City and would affect a number of employees and therefore was a matter which should be carefully studied and discussed further. Ms. Daugherty requested that Council be provided copies of the studies referred to in the proposal submitted by the Citizens for Construction Change. Mro Hendrix stated that he felt there would be significant implications which are not obvious in privatizing trash collection and he would like to prepare a report by the first meeting in September which would list ramifications of partial or total privatized services. Mr. Hendrix cautioned that once bids are taken for such services, the expectation is that the bids will be accepted° Mr. Toscano recommended that the issue be discussed at Council's annual retreat. Dr. Henry Silva, National Vice President of the Southern Christian Leadership Conference (SCLC), requested that Council express its concern about drugs in the City by attending a march beginning at Washington Park at 10:00 a.m. ~.. July llth featuring Dick Gregory and a meeting at ~the First ~· Baptist Church on July 10th at 7:00 p.m. Mr. Chris Farina, 207 Raymond Avenue, and operator of a parking lot on the Corner, expressed concern about the elimination of the turning lane into the alley access for the parking lot as a result of the construction at the Corner.
