174 <br /> <br />COUNCIL CHAMBER - July 6, 1992 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br /> Mr. Vandever welcomed Ms. Daugherty to Council. <br /> <br /> Mr~Vandever congratulated Mr. Gary O'Connell, Deputy <br /> City Mahager, for receiving the Outstanding Assistant City <br /> Manager award from the Virginia Local Government Management <br /> Association at its annual meeting. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br /> minutes of the June 10th (12:40 p.m.) meeting were approved <br /> as presented, with Ms. Daugherty abstaining. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. SlaUghter, the <br />minutes of the June 10th (7:30 p.m.) meeting were approved as <br />presented~ with Ms. Daugherty abstaining. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the minutes of the June 15th meeting were approved as <br />corrected, with Ms. Daugherty abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. Gee Smith, 1336 Hilltop Road, on behalf of:Citizens <br />for Construction Change, formally reqUested that the City <br />solicit bids to privatize trash collection. Mr. Smith stated <br />that the group will assist the City in any way possible. <br /> <br /> Mr. Vandever thanked Mr. Smith and the group for their <br />interest and efforts and stated that Council will look into <br />the matter further. <br /> <br /> Mr. Toscano questioned whether the study quoted by the <br />Citizens for Construction change was generated by an <br />association funded by private trash haulers and Mr. Smith <br />said he did not know. Mr. Toscano stated that he felt <br />privatizing trash collection would be a major change for the <br />City and would affect a number of employees and therefore was <br />a matter which should be carefully studied and discussed <br />further. <br /> <br /> Ms. Daugherty requested that Council be provided copies <br />of the studies referred to in the proposal submitted by the <br />Citizens for Construction Change. <br /> <br /> Mro Hendrix stated that he felt there would be <br />significant implications which are not obvious in privatizing <br />trash collection and he would like to prepare a report by the <br />first meeting in September which would list ramifications of <br />partial or total privatized services. Mr. Hendrix cautioned <br />that once bids are taken for such services, the expectation <br />is that the bids will be accepted° <br /> <br /> Mr. Toscano recommended that the issue be discussed at <br />Council's annual retreat. <br /> <br /> Dr. Henry Silva, National Vice President of the Southern <br /> Christian Leadership Conference (SCLC), requested that <br /> Council express its concern about drugs in the City by <br /> attending a march beginning at Washington Park at 10:00 a.m. <br />~.. July llth featuring Dick Gregory and a meeting at ~the First <br />~· Baptist Church on July 10th at 7:00 p.m. <br /> <br /> Mr. Chris Farina, 207 Raymond Avenue, and operator of a <br />parking lot on the Corner, expressed concern about the <br />elimination of the turning lane into the alley access for the <br />parking lot as a result of the construction at the Corner. <br /> <br /> <br />
