175 <br /> <br />Mr. Hendrix stated that he would look into the matter. <br /> <br />APPOINTMENTS: BOARDS AND COmmISSIONS <br /> <br /> Mr. Vandever announced the following appointments to the <br />Tonsler Park Design Committee: Bill Harris, Sharon McCurdy, <br />Herman Key, Joe Hale and Jim ~Henderson. <br /> <br />PRESENTATION: CHARLOTTESVILLE-ALBEMARLE CHILDREN AND YOUTH <br />CO~ISSION - TEEN CENTER <br /> <br /> Mr. John Dawson, a member of the Charlottesville- <br />Albemarle Children and Youth (CACY) Commission stated that a <br />survey had been done which identified the need for a teen <br />center. A ~program committee, site selection committee and <br />finance committee had been established and the Park Street <br />YMCA ,site was identified as the best available location for a <br />teen center. Mr. Dawson stated that it was recommended that <br />the City and County Parks Departments manage the center and <br />work to open the center, by mid-fall. <br /> <br /> Responding to questions from Ms. Slaughter, Mr. Dawson <br />stated that the proposal was to dedicate one classroom at the <br />YMCA site for exclusive use by the teen center and to <br />schedule other events periodically in the gymnasium and in <br />other recreation centers, and to establish an advisory board <br />to include youths and parents to govern the center. <br /> <br /> Mr. Dawson requested that Council approve the general <br />concept of the teen center and authorize the Parks Department <br />to work with the YMCA and CACY Commission to further develop <br />plans for the Teen Center. <br /> <br /> Mr. Toscano stated that he felt the issue of traffic at <br />the YMCA site was likely to be a major concern and questioned <br />whether other sites had been considered. <br /> <br /> Mr. Dawson estimated that approximately 40 to 50 teens <br />would use the drop-in site daily and 200 would attend dances. <br />Mr. Dawson stated that other sites had been explored but <br />were rejected because of the location or the cost to rent and <br />added that the site selection committee felt the site needed <br />to be neutral location to serve both City and County teens. <br /> <br /> Ms. Slaughter stated that she was very much in favor of <br />the teen center and recommended that the traffic issues and <br />potential solutions be look into and a steering committee, to <br />include youth members, be established as soon as possible. <br /> <br /> Ms. Kai Rady, a member of the CACY Commission, stated <br />that a substantial numbers of students have already expressed <br />interest in either serving on the board or in volunteering <br />for the Center° <br /> <br /> Mr. Toscano noted that discussions had previously <br />occurred about the possibility of using the Carver Recreation <br />Center as a teen center, but Ms. Rady replied that Carver was <br />not considered a neutral location and the renovations were <br />expected to take too long. Ms. Rady stressed that the <br />Commission felt it was important to establish a center as <br />soon as possible. <br /> <br /> Ms. Daugherty stated that she was impressed with the <br />efforts to establish the teen center and felt there was a <br />desperate need for youth activities. <br /> <br /> Rev. Edwards made a motion to approve the general <br />concept of the teen center and Ms. Slaughter seconded the <br />motion. <br /> <br /> Mr. Vandever stated that he agreed with traffic concerns <br />raised by Mr. Toscano and recommended that the neighbors be <br /> <br /> <br />
