176 <br /> <br />involved in the early stages of planning for the center. <br /> <br /> The general concept of the teen center was unanimously <br />approved by Council. <br /> <br />STAFF REPORT: HISTORIC PRESERVATION REVOLVING LOAN FUND <br /> <br /> Mr. Hendrix stated that'staff recommended the following <br />for the historic preservation revolving fund: 1) establish a <br />revolving loan fund with a beginning balance of $40,176.27, <br />adding ~20,000 each year to the fund until the balance is <br />sufficient to carry itself; 2) establish a committee made up <br />of the following membership to draft the rules and <br />regulations and recommendations for the loan committee:'2 <br />members of the Board of ArchitectUral Review, 1 member of the <br />Planning Commission, and 2 staff (Treasurer and Budget <br />Director); 3) give the committee 45 days after it is <br />established to give Council recommended rules and regulations <br />for the operation of the fund for Council's approval. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Hendrix <br />stated that it was difficult to say when the amount in the <br />fund would be sufficient, but estimated in two to four years, <br />depending on the number of loans made and how quickly they <br />are repaid. <br /> <br /> Mr. Toscano stated that he felt one question which <br />needed to be addressed was whether only loans will be made or <br />whether some grants will be awarded. <br /> <br /> On motion by Rev. Edwards~ seconded by Ms. Daugherty, <br />Council unanimously approved the preservation fund as <br />recommended by Mr. Hendrix. <br /> <br /> Ms. Slaughter requested that staff notify the parties <br />who have requested funds and let them know the status of the <br />fund. <br /> <br />APPROPRIATION: $1,500 - SIDEWALK CONSTRUCTION (2nd reading) <br /> <br /> The $1,500 appropriation for sidewalk construction which <br />was offered at the June 15th meeting was approved by 'the <br />following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. Noes: None. Abstaining: Ms. <br />Daugherty. <br /> <br /> WHEREAS, the site plan for the Ryder Building at 534 E. <br />Main Street required installation of a commercial driveway, <br />and the proposed driveway was located in the path of the <br />construction of the downtown mall extension; and <br /> <br /> WHEREAS, City staff agreed that the owner of the Ryder <br />Building would be allowed to pay the City an amount equal to <br />what a private contractor would be paid to install the <br />driveway~ and the City would arrange for the work to be done <br />in conjunction with the construction of the mall extension; <br />now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $1,500, received <br />from Phillip Ryder, is hereby appropriated to account code <br />26-181-091162 in the Capital Projects Fund (Mall Extension <br />Project). <br /> <br />RESOLUTION: APPROVING CAFE PERMIT FOR OMNI HOTEL <br /> <br /> Mr. Hendrix stated that the Omni Hotel has requested use <br />of a portion of the downtown mall for an outdoor cafe. <br /> <br /> Mr. Ron Higgins, Planner in Community Development, <br />stated that the cafe would be located adjacent to the main <br />entrance to the Omni and while certain modificatiOns are <br />being made to the cafe design, the Board of Architectural <br /> <br /> <br />
